Failure to submit mandatory documents will disqualify the bid. Proof of authority (e.g., company resolution) must accompany the bid. Do not reference other quotations or proposals. Any attempt to canvass PRASA employees during the evaluation period may result in disqualification. Bids must be independent; collusive bidding is prohibited and may lead to legal action.

Scope: Provide a once-off Advanced/Defensive Bus Driver Training Programme. Deliverables: Issue certificates to all successful candidates after completion. Training must align with SAQA Unit Standard for Advanced Driving Skills/Defensive Training (NQF Level 05). Training premises: Bidder must provide proof of ownership or lease of the training venue. Instructor requirements: Valid instructor’s certificate from SETA. Experience: Minimum 5 years in the field (evidenced by company registration). Accreditation: Training institution must be accredited by TETA, Department of Transport, or another accredited institution (proof of application acceptable if in process).

Pricing: Quote in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Fixed price basis; no escalations unless specified. Complete the official Pricing Schedule (Section 7) strictly; deviations may disqualify the bid. Cost breakdown must be provided. Price escalation basis/formula must be indicated if applicable. Discounts (if offered) are considered only in the final evaluation stage on an unconditional basis. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. Pricing items: Price per driver training (145 units), catering (breakfast and lunch per person, 145 units each).

Mandatory: Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/. Foreign suppliers with no local entity are exempt. Submit CSD report or registration number. Tax compliance: Provide valid SARS Tax Compliance Status (TCS) PIN or printed TCS certificate (apply via www.sars.gov.za). For consortia/JVs/subcontractors, each party must submit separate TCS PIN/CSD number. No bids accepted from state employees, companies with state-employee directors, or close corporations with state-employee members. B-BBEE: Points claimed for B-BBEE Level 1 or 2 (10 points) or 51%+ Black Women ownership (10 points) require supporting documentation (sworn affidavit, SANAS-certified certificate, or certified ID copies). PEP/PIP disclosure: Bidders must declare any Politically Exposed Persons (PEPs) or Prominent Influential Persons (PIPs) in their organisation. False declarations may lead to disqualification or contract termination.
