The Cross-Border Road Transport Agency’s Human Resource division uses the DirectHire system to automate recruitment processes across all levels of the organisation. This system streamlines operations and eliminates manual administrative burdens. The Agency seeks to appoint a service provider for: Renewal of DirectHire software licence for 24 months; Support and maintenance services for 24 months.

Scope: Renewal of DirectHire Recruitment Software licence for 24 months and support and maintenance services for 24 months. Pricing must include VAT. Breakdown required: Licence Fee (Year 1), Licence Fee (Year 2), Support and Maintenance services (time and material basis, not retainer). Support and maintenance must provision for 200 hours over 24 months (hourly rate x 200 hours). Total cost must be VAT inclusive.

Bidders must comply with tax obligations. Submit Tax Compliance Status (TCS) PIN via SARS e-filing (www.sars.gov.za) or a printed TCS certificate. If no TCS PIN is available but bidder is registered on the Central Supplier Database (CSD), provide CSD number. Bidders must certify that all information provided is true and correct. The organ of state may disqualify the bidder, recover costs, cancel the contract, or restrict the bidder from conducting business with the public sector for up to 10 years if fraudulent claims or non-compliance are found. Bidders must also declare any relationships with state employees or other enterprises bidding for the contract. Collusive bidding is prohibited, and suspicious bids may be reported to the Competition Commission or National Prosecuting Authority (NPA).
