Media partnership with motheo FM for outside broadcast event

Submit the following returnable documents with your quotation: A completed and signed sworn affidavit for EME or QSE status, including: declaration of Black Beneficiaries percentage, Black Woman Beneficiaries percentage, and Black Designated Group Beneficiaries percentage as per Amended Code Series 100 of the B-BBEE Act. Confirmation of annual total revenue (EME: ≤ R10M or QSE: R10M–R50M). Enterprise details: full name, ID number, enterprise name, trading name (if applicable), registration number, physical address, type of entity, and nature of business. The affidavit must be commissioned and valid for 12 months from the date of signing.

Enterprise must qualify as either EME (annual revenue ≤ R10M) or QSE (annual revenue R10M-R50M); must have black ownership as defined by B-BBEE Act; director must be authorized to represent the enterprise; affidavit must be sworn before commissioner of oaths; document must be submitted with the RFQ/RFP to qualify for SMME preference points.

B-BBEE Compliance: Must submit a sworn affidavit confirming EME or QSE status, including percentages for Black Beneficiaries, Black Woman Beneficiaries, and Black Designated Group Beneficiaries as per Amended Code Series 100 of the B-BBEE Act No. 53 of 2003 (as amended by Act No. 46 of 2013). Revenue Thresholds: EMEs must have annual total revenue of R10,000,000.00 or less. QSEs must have annual total revenue between R10,000,000.00 and R50,000,000.00. Affidavit Validity: Must be commissioned and remain valid for 12 months from the signing date.

• Use only the official SBD forms provided. Do not alter the content or sequence of the SBD4 form.
• All required documents must be completed, signed, and submitted in the prescribed sequence. Missing or incomplete documents may invalidate the bid.
• Late submissions will not be considered.
• Bidders must ensure their bid covers the entire scope of work; partial bids may be disqualified.

The evaluation criteria include:

• 80/20 preference point system where 80 points are for price and 20 points are for specific goals.
• Points awarded for HDI (women, black, disability) ownership and SMME status.
• EMEs (revenue ≤ R10M) and QSEs (R10M–R50M) must submit valid B-BBEE affidavits or certificates.
• The department may apply the 80/20 point system for tenders between R 2 000 and R 30 000 (inclusive of applicable taxes).

• Deliverables:
• 1 × Outside Broadcast Package conducted by Motheo FM.
• 10 × pre-event spots (Live Reads).
• 4 × interviews during the broadcast.
• 5 × Social Media posts.

• Submit a responsive bid with complete pricing and item information aligned to the full scope of work.
• Indicate the validity period (in days) of the price quotation after the closing date.
• VAT: 15% (only if the bidder is VAT-registered).
• Grand total must include VAT (if applicable).
• Pricing must be submitted in Annexure E (Bidder’s Quoted Price or Financial Offer).

• Tax Compliance:
• Submit a valid Tax Compliance Status (TCS) PIN (obtainable via SARS e-filing at www.sars.gov.za) OR a printed TCS certificate.
• If no TCS is available but the bidder is registered on the Central Supplier Database (CSD), submit the CSD number.
• For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number.
• Bids from state employees, companies with state-employed directors, or close corporations with state-employed members will not be considered.
• B-bbee:
• For women ownership claims: Submit proof of company registration (CIPC), certified ID copies of women owners, and a full CSD report (preferably drawn prior to closing date).
• For Black ownership claims: Submit proof of company registration (CIPC), certified ID copies of Black owners, and a full CSD report.
• For EME/QSE status: Submit a valid B-BBEE sworn affidavit (valid for 12 months) with CIPC business registration and share certificate. Joint ventures must submit a consolidated B-BBEE certificate from an accredited agency.
• CSD Full Report: Information on directors/shareholders must match submitted ID and company registration documents.
• POPIA Compliance: Personal information shared will be treated confidentially in line with the Protection of Personal Information Act (POPIA).
