• Bidders must declare whether they or any directors/trustees/shareholders are employed by the state.
• Bidders must declare any relationships with persons employed by the procuring institution.
• Bidders must declare any interest in other related enterprises.
• The SBD 4 form includes a declaration that the bid was arrived at independently without collusion.
• Bidders must certify that no consultation, communication, or arrangement was made with competitors regarding quality, quantity, specifications, prices, market allocation, or bidding intentions.
• The form must be signed by an authorised person.
• Failure to complete the SBD 4 truthfully may result in disqualification or action under PFMA SCM Instruction 03 of 2021/22.

Any person (natural or juristic) may make an offer or offers in response to this invitation to bid.

• Bidders must comply with principles of transparency, accountability, impartiality, and ethics as enshrined in the Constitution of South Africa.
• Note: This document (SBD 4) does not contain the actual technical specifications for the Media Partnership Mothelo FM Outside Broadcast 2026 requirement. The full scope of work is not present in this document.

SBD 4 Declaration: Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers will automatically be disqualified.

• Bidders must disclose if any directors/trustees/shareholders with controlling interest are state employees.
• Collusive bidding is prohibited - bids will be reported to the Competition Commission for investigation under Section 59 of the Competition Act No 89 of 1998.
• May also be reported to the National Prosecuting Authority for criminal investigation.
• Bidders may be restricted from conducting business with the public sector for up to 10 years under the Prevention and Combating of Corrupt Activities Act No 12 of 2004.
• The state may reject the bid or take action against the bidder if the SBD 4 declaration is found to be false.

• Use only the official SBD forms provided. Do not alter the content or sequence of the SBD4 form.
• All required documents must be completed, signed, and submitted in the prescribed sequence. Missing or incomplete documents may invalidate the bid.
• Late submissions will not be considered.
• Bidders must ensure their bid covers the entire scope of work; partial bids may be disqualified.

• Scope: Media partnership with Motheo FM for an Outside Broadcast event.
• Event details:
• Date: 18 June 2026
• Venue: TBD, Mangaung Metro Municipality, Free State Province
• Time: 09:00–12:00 or 12:00–15:00
• Deliverables:
• 1 × Outside Broadcast Package conducted by Motheo FM.
• 10 × pre-event spots (Live Reads).
• 4 × interviews during the broadcast.
• 5 × Social Media posts.

• Submit a responsive bid with complete pricing and item information aligned to the full scope of work.
• Indicate the validity period (in days) of the price quotation after the closing date.
• VAT: 15% (only if the bidder is VAT-registered).
• Grand total must include VAT (if applicable).
• Pricing must be submitted in Annexure E (Bidder’s Quoted Price or Financial Offer).

• Tax Compliance:
• Submit a valid Tax Compliance Status (TCS) PIN (obtainable via SARS e-filing at www.sars.gov.za) OR a printed TCS certificate.
• If no TCS is available but the bidder is registered on the Central Supplier Database (CSD), submit the CSD number.
• For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number.
• Bids from state employees, companies with state-employed directors, or close corporations with state-employed members will not be considered.
• B-bbee:
• For women ownership claims: Submit proof of company registration (CIPC), certified ID copies of women owners, and a full CSD report (preferably drawn prior to closing date).
• For Black ownership claims: Submit proof of company registration (CIPC), certified ID copies of Black owners, and a full CSD report.
• For EME/QSE status: Submit a valid B-BBEE sworn affidavit (valid for 12 months) with CIPC business registration and share certificate. Joint ventures must submit a consolidated B-BBEE certificate from an accredited agency.
• CSD Full Report: Information on directors/shareholders must match submitted ID and company registration documents.
• POPIA Compliance: Personal information shared will be treated confidentially in line with the Protection of Personal Information Act (POPIA).
