Phase 1 – Administrative compliance (must be satisfied to proceed to Phase 2):

• Valid site‑inspection certificate, SBD 3.3, Cleaning Association Certificate and the three previous contract copies.
• All required SBD forms, CSD registration and bank rating certificate.

Phase 2 – Price and Specific Goals (80 % price, 20 % preference points):

• Price points – 80 % of total score based on the firm price submitted (SBD 3.3).
• Specific Goal points – 20 % allocated as follows (proportional to % ownership on CSD):

– 5 % Women ownership

– 6 % SMME/Exempted Micro‑Enterprise

– 4 % HDI ownership

– 3 % Disabled‑person ownership

– 2 % Local municipality ownership.

• The bidder with the highest combined score (price + preference points) is awarded the contract.

Scope of work – Cleaning of Secunda Labour Centre (Block A, ground floor, 550 m²) covering offices, kitchens, ablution facilities, board room, guard room, reception, parking bays, store rooms and verandas.

• Staffing: 2 cleaners (including 1 supervisor) for offices, toilets, staircases, passages and additional areas (parking, roof, dustbins).
• Work plan: detailed method, schedule of duties and daily/weekly cleaning frequencies must be submitted and will form part of the SLA.
• Service hours: Department hours 07:30‑16:00; cleaning staff hours 06:30‑15:30 (adjustable by agreement).
• Equipment & materials: wet vacuum cleaners, industrial mops, brooms (replace every 6 months), dusters, warning signs, SABS‑approved cleaning chemicals, PPE, uniforms with company name and ID tags, all equipment supplied by contractor.
• Consumables: SABS‑approved toilet paper (SANS 1887‑2), hand‑towel dispensers (SANS 1887‑8), soap, disinfectants, air fresheners, etc., with monthly/quarterly replenishment as listed.
• Additional duties: weekly glass cleaning, fortnightly deep cleaning of kitchens, toilets, carpets, windows, blinds; emergency cleaning for incidents; no other duties (e.g., dishwashing) are permitted.

• Prices must be firm for the full 36‑month contract (SBD 3.3).
