• Submit one sealed envelope clearly marked with the bid number and description.
• Deliver the envelope to the bid box at Unit 170 BA, Civic Centre, Lebowakgomo before 11:00 AM on 10 March 2026. No fax or email submissions are accepted; courier deliveries must be placed directly in the bid box.
• Use only the official MBD forms (MBD 1, 3.1, 4, 5, 6.1, 8, 9); joint ventures must have an authorized JV representative sign the forms.
• All pages must be signed or initialed; any alterations must be signed. Use indelible ink only – use of tip‑ex will lead to disqualification.
• Attach the following documents: – Company registration certificate (if applicable) – Certified ID copies of all directors (not older than 3 months) – Tax Compliance Status (PIN) or CSD number – Authority resolution for signatory (if more than one director) – Proof of municipal rates (letterhead, affidavit, traditional authority letter or lease agreement, not older than 90 days) – Audited financial statements for the past three years (or since incorporation)
• Bids remain valid for 90 days from the closing date; extensions require written acceptance.
• All bidders must be registered on the National Treasury Central Supplier Database (CSD).

Phase 1 – Administrative Compliance (Responsiveness):

1. Proper sealed envelope with correct description and bid number.

2. Delivered to the designated bid box before the closing date/time.

3. All required MBD forms (1, 3.1, 4, 5, 6.1, 8, 9) completed in full; joint ventures must be signed by an authorized representative.

4. All pages signed/initialed; use indelible ink only; no tip‑ex.

5. Required supporting documents attached (registration, IDs, tax compliance, municipal rates, financial statements).

Phase 2 – Functionality (Technical Capability):

• Minimum score of 60 points required to proceed.
• Scoring (max 100 points):

– Experience (letters/orders): 10‑50 points.

– Delivery capacity (proof of supply agreement/manufacturing): up to 50 points.

Phase 3 – Price and Preference Points (Special Goals):

• Price: 80 points (firm, VAT‑inclusive prices only).
• Preference (specific goals – black ownership, women, disabled, youth, local residence): 20 points.
• Total possible: 100 points. The municipality may accept any bid, not necessarily the lowest, and reserves the right to negotiate further conditions.

Scope: Supply and delivery of ready‑mix concrete to various sites across Lepelle‑Nkumpi Municipality for 36 months (as‑and‑when‑required). Grades to be supplied (SANS‑compliant):

• 15 MPa / 19 mm
• 20 MPa / 19 mm
• 25 MPa / 19 mm
• 30 MPa / 19 mm. Delivery must be timely and each batch must be accompanied by a batch certificate or delivery note showing mix design, quantity and date/time of batching.

• Prices must be firm, VAT‑inclusive and submitted on the Annexure A pricing schedule (MBD 3.1).
• Only firm prices will be accepted; non‑firm or exchange‑rate‑linked prices are disqualified.
• All delivery costs must be included in the quoted price.
• No separate performance bonds or guarantees are mentioned; bidders should follow any standard municipal contract terms.
• Validity of the bid is 90 days from the closing date.

• Must be registered on the Central Supplier Database (CSD) and provide CSD number or SARS Tax Compliance Status (PIN).
• No bid will be accepted from persons in the service of the state, nor from entities with undisclosed relationships to such persons.
• Foreign suppliers must complete the pre‑award questionnaire.
• Provide certified copies of directors’ IDs, company registration, and proof of municipal rates.
• Must not be listed on the Treasury’s Restricted Suppliers Database or the Register of Tender Defaulters.
• Must comply with all applicable tax obligations and submit the required tax compliance documentation.
