Submit sealed bids clearly marked: "SUPPLY AND DELIVERY OF CHLORINE GAS FOR FIKA PATSO WATER TREATMENT PLANT: MAPW RFQ 062 /2025/26".

• Closing date: 15 June 2026 at 10:00. Late, electronic, telegraphic, or faxed bids will not be accepted.
• Bid documents: Obtainable from 04 June 2026 after 10:00 at Phuthaditjhaba offices (cashiers) for a non-refundable R150.00 fee, or download free from the e-tender portal.
• Only one submission per bidder is allowed. Bids must be on official forms (not re-typed) and include a quotation on company letterhead.
• Failure to comply with conditions may invalidate your bid. Communication will only be with successful bidders.
• If no correspondence is received within 120 days, consider the bid unsuccessful.
• No bids accepted from persons in the service of the state. Municipality reserves the right to accept all, some, or none of the bids and is not bound to accept the lowest bid.

Required documentation to be submitted with the tender (file in the following order):

• Proof of company’s registration (CK form).
• Municipal Bidding Document (MBD 4) completed in full.
• Municipal Bidding Document (MBD 6.1) completed in full.
• SARS letter with PIN.
• B-BBEE Certificate or sworn affidavit from an accredited chartered accountant.
• Proof of municipal rates and taxes (municipal bill) or lease agreement with receipt of recent electricity for bidders who are renting.
• Quotation on company’s letterhead.

Evaluation uses the 80/20 preference point system as per the Preferential Procurement Regulations (2022):

• Price: 80 points (Ps = 80(1 - (Pt - Pmin)/Pmin)).
• Specific Goals: 20 points (HDI/Youth/Woman ownership, locality).
• Total cannot exceed 100 points.
• Failure to submit proof for specific goals forfeits those points.

Preference Points Breakdown:

• 50%+ HDI Ownership: 5 points
• 50%+ Youth Ownership: 5 points
• 50%+ Woman Ownership: 4 points

• Supply and delivery of Chlorine Gas (Cl2, CAS No: 7782-50-5).
• Quantity: 925 kg (4 units).
• Deliver to: Fika Patso Water Treatment Plant.
• Delivery period: Must be specified in quotation and is binding if awarded.

Evaluation methodology: 80/20 preference point system using the balanced scorecard methodology as per the Preferential Procurement Regulations (2022).

• Bidders must submit a Company Registration Certificate (CRC) reflecting active members (except sole traders/partnerships).
• Must be registered on the Central Supplier Database (CSD); submit CSD summary report.
• For joint ventures: All parties must be CSD-registered.
• Submit SARS PIN for tax status verification.
• Submit proof of municipal rates and taxes compliance (not in arrears for >3 months).
• For consortia/joint ventures: Each party must submit separate Tax Compliance Status (TCS) Certificate, PIN, and CSD Number.
• Submit Company Profile.

• Prices must be firm and valid for at least 30 days from the offer date.
• Clearly indicate VAT inclusivity/exclusivity.
• Specify delivery period (binding if awarded).
• Use official pricing schedule forms (MBD 3.1 for firm prices).
• All delivery costs must be included in the bid price.
• For non-firm prices: Adjustments allowed per bidding documents; separate schedules required for different delivery points.

• Prices must be firm and valid for at least 30 days from the offer date.

• For procurement above R10 million (all taxes included): Submit audited annual financial statements for the past 3 years (or since establishment if <3 years old), certify no outstanding undisputed municipal service commitments for >3 months, disclose past contracts with organs of state, and disclose if any portion of goods/services is sourced outside South Africa.
