Source: BID-DOCUMENT-MICT-SETA-MNE-14-2025.pdfStage 1 – Functional Evaluation (technical functionality) – maximum 100 points; minimum threshold 70 points. Points allocated as follows:
1. Portfolio – up to 20 points for four approved research reports (one per study: Impact, Tracer, Longitudinal, Evaluation) not older than 5 years.
2. Experience – up to 10 points for four client reference letters (must be on letterhead, dated, signed).
3. Quality Assurance Plan – 20 points for a detailed plan covering procedures and risk mitigation.
4. Methodology – up to 25 points for covering five elements (Planning, Execution, Reporting, Follow‑up, Completion/Handover).
5. Team Organogram – 5 points for a clear organogram showing members, roles and effort.
6. Team Lead – 5 points for CV showing ≥15 years relevant experience and 5 points for Master’s degree in a listed discipline (total 10 points).
7. Support Staff – 5 points for CVs showing ≥5 years experience and 5 points for qualified diplomas/degrees (total 10 points).
Total functional score = 100; only bidders scoring ≥70 are appointed to the panel.

Deliverables include inception report, data collection instruments, data sets, draft and final reports, PowerPoint presentations, and electronic copies (PDF, Word). All reports become MICT SETA property; data must be handled in accordance with POPIA and MICT SETA confidentiality policies. Bi‑weekly progress meetings with M&E Senior Manager required. Service provider responsible for staff conduct and sub‑contractor supervision. Reports must follow MICT SETA corporate identity manual.
