Phase Two: Functionality - Minimum 70/100 points required to proceed. Criteria: Similar High Mast Lights experience (40 points: >5 projects=40, 4-5=30, 3-4=20, 1-2=10), Financial capacity (10 points: Bank rating A&B=5, C=3, D=2, E+=1), Annual financial statements (5 points), Key personnel qualifications/experience (35 points: Contract Manager, Site Agent, Foreman, OHS Officer), Plant and equipment (15 points: LDV=5, TLB=10, 30 Ton Crane=5). Scope: Installation of High Mast Lights in Ward 21 (Kgomo-Kgomo). Contractor must be CIDB registered for Category 4EP or higher class of construction work. Work includes all activities described in Bills of Quantities, Standard Specifications (C3.1), Project Specifications (C3.2), and Particular Specifications (C3.3). Governed by: General Conditions of Contract for Construction Works, Third Edition, 2015 (GCC 2015), Occupational Health and Safety Act No. 85, and Construction Regulations 2014. All rates and prices are fixed for the contract duration; no adjustments for inflation or foreign exchange fluctuations.

Pricing: Follow C2.1 Pricing Instructions and C2.2 Schedule of Quantities. All trades in Bills of Quantities or Pricing Schedule must be priced (except provisional sums/allowances). Fixed pricing: No Contract Price Adjustments. Submit a letter of intent from a registered financial institution as a bid bond/guarantee for 10% of the tender amount. Retention Money Guarantee (C1.5) and other securities/bonds/policies may be required pre-contract. Payment terms and guarantees per C1.3 Form of Guarantee, C1.4 OHSA Agreement, C1.6 Transfer of Rights. Financial risk analysis conducted; unduly high/low rates may lead to disqualification.
