Preference points: HDI/Black ownership (5), 51% Women’s Equity (5), 51% Youth-owned firm (5), Locality (North West Province, 2.5), Black person with disability (2.5). Phase 4: Objective criteria and risk analysis (e.g., past performance, financial health, unduly high/low rates). Tenders may be disqualified if rates are distorted or commercial risk is high.
