Submit one original tender offer in a single sealed envelope. The envelope must be clearly marked with: the bid number (MLM/W21/R-SW/P1/26-27), project title (Construction of Internal Roads and Stormwater Management in Ward 21 - Makapanstad), and the tenderer’s name and contact address. Evaluation is conducted in 4 phases: Phase 1: Responsiveness to eligibility criteria, bid and mandatory requirements. Non-compliance results in disqualification. Phase 2: Functionality evaluation (minimum 70 points required). Criteria include: Similar tender experience (max 40 points: 5 points per roads/stormwater project ≥ R5M), Financial capacity (bank rating, annual statements; max 10 points), Key personnel qualifications/experience (Contract Manager, Site Agent, Site Foreman; max 30 points), Plant and equipment availability (max 20 points). Phase 3: Price (80 points) and Preference (20 points) using 80/20 PPPFA system. Preference points: HDI/Black ownership (5), 51% Women’s Equity (5), 51% Youth-owned firm (5), Locality (North West Province, 2.5), Black person with disability (2.5). Phase 4: Objective criteria and risk analysis (e.g., past performance, financial health, unduly high/low rates). Tenders may be disqualified if rates are distorted or commercial risk is high.

Scope: Construction of internal roads and stormwater management in Ward 21 (Makapanstad/Kgomokgomo). Work includes: roads construction, stormwater management systems, and related civil works. Contractor must be CIDB registered for Category 5CE or higher class of construction work. Standard specifications: GCC 2015 (SAICE) and CIDB Standard for Uniformity in Construction Procurement. Project-specific details are in Part C3 (Scope of Work), including Standard Specifications (C3.1), Project Specifications (C3.2), and Particular Specifications (C3.3). Drawings and site information are provided in Part C4 and C5. Contractors must comply with Occupational Health and Safety Act No. 85 and Construction Regulations 2014.

Pricing: Fixed rates for the full contract duration (no price adjustments). Submit pricing as per C2.1 (Pricing Instructions) and C2.2 (Schedule of Quantities). Bonds/Guarantees: Form of Guarantee (C1.3), Retention Money Guarantee (C1.5), and Agreement in terms of Section 37(2) of OHSA (C1.4) may be required. Payment terms and securities will align with GCC 2015 and contract data. Tenderers must submit a bid bond or letter of intent from a financial institution for 10% surety. All trades in Bills of Quantities must be priced (excluding provisional sums/allowances). Financial risk analysis will assess unduly high/low rates against market averages and municipality estimates.

Mandatory: CIDB registration (5CE or higher) active until award. CSD registration prior to award. Valid tax clearance (verified via CSD). B-BBEE certificate (SANAS/CIPC/Sworn Affidavit; consolidated for JVs). Municipal account (business/directors) not in arrears >90 days (or lease agreement + affidavit). Compulsory documents: Form of Offer and Acceptance, MBD 4 (Declaration of Interest), MBD 5 (Procurement >R10M), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), Enterprise Questionnaire, CSD Summary Report, COIDA Letter of Good Standing, CIDB Registration Certificate, Proof of Company Registration, Certified ID copies of owners/directors/shareholders. Joint Ventures: CIDB registration for all members, lead partner ≥1 level below required grading, combined grading ≥ required.
