Submit one original tender offer in a single sealed envelope. Do not use a two-envelope system. Late submissions, facsimile, or email submissions will be rejected. All returnable documents (T2.1 and T2.2) must be completed in full, signed, and submitted. Scope: Rehabilitation of internal roads and stormwater systems for Ward 3, Phase 5. Contractor must comply with CIDB Standard for Uniformity in Construction Procurement (August 2019) and General Conditions of Contract for Construction Works, Third Edition, 2015 (GCC 2015). Work includes adherence to Occupational Health and Safety Act No. 85 and Construction Regulations 2014. Standard and project-specific specifications provided in Part C3 (C3.1 Standard Specifications, C3.2 Project Specifications, C3.3 Particular Specifications). Site information and drawings provided in Part C4 and C5. Contractor must demonstrate capacity to execute works as per scope, including necessary plant, equipment, and personnel. All trades in Bills of Quantities must be priced.

Fixed-price contract with no adjustments for inflation or foreign exchange fluctuations. Pricing must follow C2.1 Pricing Instructions and C2.2 Schedule of Quantities. Submit Form of Guarantee (Bid Bond) as per C1.3. Retention Money Guarantee (C1.5) and Agreement in terms of Section 37(2) of the Occupational Health and Safety Act (C1.4) required. Transfer of Rights (C1.6) may apply. Tenderer must submit securities, bonds, guarantees, policies, and insurance certificates as required. Letter of intent from a registered financial institution for 10% surety required. All rates and prices must remain fixed for the contract duration. Financial statements (audited, past 3 years) must be submitted if required by law.

CIDB Registration: Must be registered at 5CE or higher class for construction works. Registration must be active at tender close and award stage. Joint Ventures: All members must be CIDB-registered; lead partner must have grading not lower than one level below required; combined grading must meet or exceed 5CE. CSD Registration: Mandatory prior to award. Tax Compliance: All tax matters must be in order; verified via CSD. B-BBEE: Submit BEE Verification Certificate (T44) and Preference Points Claim Form (MBD 6.1). Municipal Compliance: Proof of municipal rates not in arrears >90 days (or valid lease agreement/affidavit). Legal Compliance: MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement >R10M), MBD 8 (Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination) must be completed and signed.
