The envelope must be clearly marked with: the Employer’s address (Moretele Local Municipality, 4065 B, Mathibestad, Makapanstad 0404), Tender No. MLM/W/VW/22-26, and the tenderer’s name and contact address. Include all returnable documents (T2.1 and T2.2) fully completed, signed, and initialled where required. Pricing schedules (bill of quantities) must be included. No facsimile, email, or late submissions accepted. Late or incomplete submissions will be disqualified. Ensure all pages are signed and initialled. Photocopies of original tender documents are permitted if they bear original signatures. Do not retype or redraft tender forms. Submit only one offer per bidder; alternative offers will not be considered. Joint ventures must submit a signed JV agreement and CIDB compliance proof for all members. All returnable schedules (A–Z, AA) must be completed and submitted. Failure to submit any mandatory document will result in automatic disqualification.
Evaluation Criteria

Tenders failing to meet compliance requirements (e.g., CIDB registration, mandatory documents, or municipal tax compliance) are disqualified. Phase Two: Functionality evaluation with a minimum score of 70 points required to proceed. Criteria include: company experience in similar projects (30%), financial references (10%), key personnel qualifications (30%), and plant/equipment availability (20%). Phase Three: Price (80 points) and Specified Goals (20 points) under the 80/20 preference system. Specified Goals points: HDI/Black Ownership (5), 51% Women’s Equity (5), Black Person with Disability (2.5), 51% Youth-Owned Firm (5), Locality in North West Province (2.5). Phase Four: Objective criteria and risk analysis, including financial health, tender defaulter status, and distorted pricing. Tenders may be disqualified if rates are unduly high or low, or if the tenderer has a history of non-performance or litigation with the Employer.
Technical Specifications

Work includes installation, testing, and commissioning of borehole equipment as per the Schedule of Quantities (C2.2) and Project Specifications (C3.2, C3.3). Financial Requirements

Submit pricing as per C2.1 (Pricing Instructions) and C2.2 (Schedule of Quantities). Tender validity period: 90 days from closing date. Required securities: Bid Bond (Form of Guarantee C1.3), Retention Money Guarantee (C1.5), and Performance Guarantee (if requested). Letter of intent from a financial institution for 10% surety is mandatory. All rates must remain fixed for the contract duration. Distorted or unduly high/low rates may lead to disqualification after financial risk analysis. Cost of tender documents is limited to the actual printing cost incurred by the Employer.
