All returnable documents (T2.1 and T2.2) must be completed, signed, and included. Photocopies of original tender documents are permitted but must bear original signatures. No alterations to tender documents except to correct tenderer errors or comply with Employer instructions. All signatories must initial alterations. Phase Two: Functionality evaluation with a minimum threshold of 70/100 points. Criteria include: evidence of similar projects (e.g., >7 water reticulation projects worth ≥R6M scores highest), key personnel qualifications/experience (e.g., Contract Manager with BScEng + 5–10 years experience), and plant/equipment availability (full points for ownership, partial for lease agreements). Phase Three: 80/20 preference point system (80 for price, 20 for specified goals such as Black ownership, Women’s Equity, Black persons with Disability, Youth-owned firms, and Locality in North West Province). Preferential points require CSD or CIPC documentation proving ownership demographics. Phase Four: Objective criteria and risk analysis, including assessment of financial health, past performance, and tendered rates. Tenders with unduly high or low rates may be disqualified.
