Scope: Provision of borehole drilling and construction at Mahlabathini, Kwa-Ceza Area, to support community water access in Zululand District Municipality.

• Drilling and Construction:*
• Setting up drilling machines, drilling, and casting (methods: percussion reaming, rotary percussion, rotary clay/sand/mud, symmetrix drilling).
• Supply and installation of suitable casings.
• Supply and installation of 0.37kW borehole pumps (flow rate: 1–10 l/s).
• Supply and installation of Class 16 HDPE pipes, fittings, and adaptors from borehole pumps to manholes.
• Supply and installation of flow meters (4–20mm output) on pump delivery lines.
• Supply and installation of brass spring-type non-return valves and ball valves.
• Supply and installation of galvanised pipes.
• Installation of level-sensing probes in boreholes (with fixtures, fittings, cables/wiring).
• Extension of power cables where necessary.
• Construction of 2.5m x 2.5m x 1.5m manholes with lead.
• Capping of boreholes.

• Water Storage and Reticulation:*
• Supply and installation of 2x 12kL steel header tanks.
• Supply and installation of 8km reticulation pipe (trenching, pipe laying, backfilling with selected granular or fill material).
• Supply and installation of 60 standpipes.
• Supply and installation of 10x 8kL water tanks with anchor blocks.
• Supply and installation of 2x 45kW 3-phase generator sets.

• Livestock Water Troughs:*
• Installation of galvanised troughs for cattle, sheep, and goats (x2).
• 1.6mm galvanised sheets (bolted fit).
• Lead protection for ball-float valves.
• 2450mm length for cattle (400L capacity).

• Testing and Commissioning:*
• Perform equipment testing (in presence of Project Manager).
• Cold commissioning of borehole pumps, MCC panels, and associated equipment.
• Provide maintenance tools for installed equipment.
• Electrical installations must comply with SABS/SANS 10142 (current edition).
• Handover with Certificate of Compliance (CoC).
• Flow meters must have valid calibration certificates (filed in project documentation).

Successful supplier may be required to sign a written Contract Form. No services or goods may be delivered before receiving an official Msinsi Holdings Purchase Order.

Mandatory compliance documents (failure to submit invalidates quotation):

• CIDB Grading: Minimum 2CE or higher.
• CSD Registration: Proof must include Master Registration Number (Supplier Number).
• Tax Compliance: Valid SARS Tax Compliance Status Letter PIN (or CSD number if TCS unavailable). For consortia/joint ventures, each party must submit separate proof.
• B-BBEE: Certified B-BBEE certificate or sworn affidavit (no points without submission).
• VAT Registration: VAT number (if applicable).
• Declaration of Interest (SBD 4 form).
• Certificate of Acquaintance with RFQ Terms and Conditions.
• Start-up companies must declare status and provide supporting documents.

Additional Notes:

• Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.
• Foreign bidders must complete the Supplier Compliance Tax Questionnaire (exempt from SARS TCS/PIN if no RSA presence or income source).

Contractor must prepare and submit: risk assessments, safe work procedures, project Health & Safety file, and Health & Safety plan. Fixed obligations include completing and checking the Health & Safety file at project inception and completion. Provide a standby team for breakdowns/emergencies during the project. SHEQ personnel (e.g., SHEQ Officer, Site Supervisor) must be on-site. HIV/AIDS Awareness Plan and compliance with SANS 1921 Part 6 are required. Site facilities (office containers, storage sheds, accommodation, tools, water, electricity, communication) must be provided as specified.

Contract is governed by South African law. Acceptance may be communicated via email. Contractor must satisfy all obligations; mistakes in pricing are at the bidder's risk. Contract may be cancelled if terms are not fulfilled, with Msinsi Holdings reserving the right to recover additional costs or damages. Contractors may be restricted from public sector business for up to 10 years for fraudulent claims or non-compliance. Contract includes Msinsi Holdings’ Standard Conditions of Tender, General Conditions of Contract (GCC), and any Special Conditions of Contract (SCC).

Evaluation is based on functionality (minimum 35/50 points required) and the PPPFA 80/20 preference point system. Functionality assesses bidder experience in borehole drilling (points awarded for 1–5+ references). Price accounts for 80 points, and B-BBEE ownership (100%, 51%+, or <51% Black ownership) accounts for 20 points. Additional requirements: SARS Tax Compliance PIN, CSD registration, B-BBEE certificate/affidavit, VAT number (if applicable), and start-up declarations.
