Provide marshal services for a period of 4 months on an as-and-when-required contractual basis for Transnet Port Terminals (TPT) Richards Bay.

Bidder must be registered with PSIRA (exclusion if not met).

Bidder must provide valid PSIRA certificates for marshals (Grade D or higher) and supervisors (Grade B or higher).

Bidder must submit at least 1 traceable reference letter to avoid exclusion (though scoring favors 3+ references).

Bidder must meet the 70% technical evaluation threshold to qualify.

Bidder must demonstrate:

• Marshals: 48 valid, non-expired PSIRA Grade D or higher certificates.

• Previous Experience: 1–3 traceable reference letters from clients confirming security or traffic marshalling services for a minimum of 3 months. Letters must:
• Be on client letterhead
• Include client representative’s name, email, and contact number
• State the client’s satisfaction level
• Be dated within the last 36 months.

Points awarded: 3 letters = 30, 2 = 20, 1 = 10, 0 = 0.

Mandatory compliance requirements:

• Valid PSIRA Company Certificate for the bidder’s business registration. Certificates will be validated with the PSIRA Governing Body.
• All marshal and supervisor certificates must be valid and non-expired, issued by PSIRA.
• Traceable reference letters must meet the specified criteria (see evaluation criteria for details).

Mandatory requirements:

• PSIRA registration: Valid Company Certificate for the bidder’s business.
• Certificates for marshals (Grade D or higher) and supervisors (Grade B or higher) must be valid and non-expired.
• Office or director must be located within a specified radius of the Port of Richards Bay (proof required: Lease Agreement, Rental Agreement, or Municipality bills <3 months old).
• Traceable reference letters must confirm security or traffic marshalling services for ≥3 months.

Technical evaluation is scored out of 100 points with a minimum qualification threshold of 70%. Scoring breakdown:

• Business Registration (Pass/Fail): Valid PSIRA Company Certificate required. Failure to comply results in exclusion.

• Marshals' Qualifications (20 Points): 48 valid, non-expired Grade D or higher certificates required. Fewer than 48 results in 0 points and exclusion.

• Supervisors' Qualifications (20 Points): 4 valid, non-expired Grade B or higher certificates required. Fewer than 4 results in 0 points.

• Previous Experience (30 Points): Submit 1–3 traceable reference letters (on client letterhead, dated within 36 months, confirming security/traffic marshalling services for ≥3 months). Points: 3 letters = 30, 2 = 20, 1 = 10, 0 = 0.

• Office Location (30 Points): Proof of office/director within 50 km (30 pts), 51–60 km (20 pts), or 61+ km (10 pts) of Port of Richards Bay. Acceptable proof: Lease/Rental Agreement or Municipality bills (<3 months old).

Site conditions:

• Heavy moving vehicles.
• Temperature range: 5°C to 45°C.
• 100% humidity.
• Air pollution: heavy saline and dust-laden, vehicle exhaust fumes.
• Wind speeds: general up to 60 km/h; storm winds up to 180 km/h.

Submission requirements:

• Service provider must pay employees as per gazetted PSIRA rates for the fiscal year.
• Service provider must have at least two months’ cash provision to cover operational expenses, including salaries, to mitigate delays in invoice processing.

Scope: Provision of marshal services for Transnet Port Terminals (TPT) Richards Bay (DBT Inbound and MPT Terminals) for four (4) months, as and when required.

Resources required:

• 48 marshals (Grade D or higher PSIRA certificates).
• 4 supervisors (Grade B or higher PSIRA certificates).
• 16 two-way radios (ICASA-licensed, serviced, and maintained).
• 1 smartphone for supervisors.
• 1 patrol vehicle (preferably high-rider bakkies; small vehicles used at own risk).
• 16 rechargeable LED torches (minimum 8-hour lifespan).
• 10 reflective traffic cones.
• High-visibility traffic control flags for each marshal.

Primary obligations:

• Traffic management: Direct traffic, coordinate with TPT operations, manage truck flow, and prevent bottlenecks.
• Communication: Report delays, incidents, or emergencies; monitor and instruct truck drivers.
• Safety compliance: Ensure adherence to Richards Bay Port safety and environmental rules.

Operational conditions:

• Shift pattern: 12-hour shifts (day and night), aligned with BCEA.
• Staff must be punctual for shift changes and equipped with notebooks/pens for documentation.
• Service provider responsible for staff transport to/from deployment areas.

Site conditions:

• Heavy moving vehicles, extreme temperatures (5°C to 45°C), 100% humidity, air pollution (saline, dust, exhaust fumes), and high wind speeds (up to 180 km/h).

Methodology requirements:

• Traffic management: Direct traffic, coordinate with TPT operations, manage truck flow, and prevent bottlenecks.
• Communication: Report delays, incidents, or emergencies; monitor and instruct truck drivers.
• Safety compliance: Ensure adherence to Richards Bay Port safety and environmental rules.
• Operational conditions: Staff must adhere to 12-hour shifts (day/night), be punctual, and use notebooks/pens for documentation.
• Additional duties: Conduct patrols, perform escort duties, apply customer service principles, handle conflicts, and inspect security equipment.
• Prohibited actions: Tampering with stamps, delivery notes, or TPT weighbridge tickets; offloading/loading trucks; hitchhiking in offloading zones or buffer areas.

Environmental considerations:

• Service provider must review, understand, and comply with all environmental factors and constraints of the site.

• Site conditions include heavy air pollution (saline, dust, vehicle exhaust fumes), extreme temperatures (5°C to 45°C), 100% humidity, and high wind speeds (up to 180 km/h).

Special conditions:

• Service provider must pay employees as per gazetted PSIRA rates for the fiscal year.
• Service provider must have at least two months’ cash provision to cover operational expenses, including salaries, to avoid disruptions due to invoice processing delays.

Personnel and equipment requirements:

• 48 marshals with Grade D or higher PSIRA certificates.
• 4 supervisors with Grade B or higher PSIRA certificates.
• Service provider must deploy personnel within seven (7) working days of notice.
• Equipment: 16 two-way radios (ICASA-licensed), 1 smartphone, 1 patrol vehicle (preferably high-rider bakkies), 16 rechargeable LED torches (8-hour minimum lifespan), 10 reflective traffic cones, and high-visibility traffic control flags for each marshal.
• Radios must be serviced, maintained, and fully charged during shifts.
• Small vehicles may be used at the service provider’s own risk; TPT is not liable for breakdowns or losses.

Evaluation will focus on:

• Quality Assurance (QA) standards.
• Safety, Health, Environment, and Quality (SHEQ) compliance.

Bidder is responsible for ensuring compliance with all applicable safety and security protocols.

Contract duration: 4 months. Validity period: 180 days from closing date, with possible extension requests. Contract award is subject to security clearance for successful bidder, personnel, and subcontractors. Transnet reserves the right to: modify RFQ terms, reject non-compliant bids, disqualify late submissions, split awards, cancel the process, validate bidder information, request audited financials, and terminate contracts for non-performance or fraud.
