Phase 2 uses the 80/20 system: 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals (preference points). Functionality is scored out of 100 points, with a minimum threshold of 70 points required to proceed to financial evaluation. Functionality criteria include: Company Projects Experience (max 40 points, based on 4 reference letters/certificates for projects ≥ R450,000), Project Management/Organogram (max 20 points, based on key personnel experience: 8-10 years = 20, 5-8 years = 15, 2-5 years = 10, 1-2 years = 5, 0 years = 0), Methodology (max 15 points: Excellent = 15, Good = 10, Poor = 5, Non-submission = 0), Programme (max 15 points: Excellent = 15, Good = 10, Poor = 5, Non-submission = 0), COIDA (max 10 points: Valid = 10, Non-submission/expired = 0). Preference points (20) are awarded for specific goals such as local supplier status, women/youth ownership, disability, and SME status.

Turnkey services for the design and construction of subsurface drainage at OR Tambo Garden of Remembrance, Bizana, Eastern Cape. Scope includes civil engineering works for subsurface drainage systems. The contractor must provide a detailed methodology, programme, and risk management plan. Key deliverables: functional drainage system, compliance with health and safety requirements, and adherence to project milestones. The contractor must demonstrate technical capacity, including experience in similar projects (minimum R450,000 value) and qualified site supervision team.

Submit a completed Pricing Schedule (SBD 3.3). VAT rate is 15% or as per legislation. Successful tenderer must produce a VAT invoice upon agreement of measurements and valuations. Payment of VAT to non-VAT vendors will be processed from the month liability with SARS is effective. Tendered sums regarded as unduly low may be disqualified if they pose commercial risk or indicate insufficient financial capability. Bid validity period: 120 days from closing date.

CIDB Registration: Must be registered with CIDB in a grading designation equal to or higher than 2CEPE/3CE for Civil Engineering Works, or capable of obtaining such registration prior to evaluation. Joint ventures are eligible if all members are CIDB-registered, the lead partner meets the grading requirement (or not lower than one level below with required recognition status), and the combined grading meets the sum tendered. Additional compliance: Valid CIDB proof of registration, CSD Full Report (latest), Tax Clearance Certificate/PIN, COIDA Letter of Good Standing, UIF Certificate of Good Standing, CIPC Registration Certificate, Proof of Locality (municipal accounts clearance or councilor letter), Declaration of Interest (SBD4), Preference Points Claim Form (SBD6.1), Local Content (SBD6.2), Declaration of Past SCM Practices (SBD8), Certificate of Independent Tender Determination (SBD9), Compulsory Enterprise Questionnaire, and certified copies of directors' IDs.
