The National Research Foundation (“NRF”) is a juristic person established in terms of the
National Research Foundation Act, Act , and a Schedule 3A Public Entity in terms
of the Public Finance Management Act (PFMA). The NRF is the government’s national agency

The South African Astronomical Observatory (SAAO) operates multiple telescopes at a
remote observing station in a mountainous region outside Sutherland, Northern Cape. Each
telescope is housed inside a dome, which is open to the elements during the night. There are
often strong winds that buffet the telescopes, so each dome is equipped with a windblind that
can be raised vertically in front of the open shutters, to protect the telescope from oncoming
