Stalk sampling of four (04) incinerators at ARC-OVR, with two (02) incinerators at ARC-OVR and two (02) at ARC-OVR (TAD). The service provider must conduct atmospheric emission stalk sampling and testing for specified point source parameters and submit a detailed analysis report to the City of Tshwane.

• Particulate matters.
• Carbon monoxide.
• Sulphur Dioxide.
• Oxides of Nitrogen.
• Hydrogen Chloride.
• Sum of lead, arsenic, antimony, chromium, cobalt, copper, manganese, nickel, vanadium.
• Mercury.
• Cadmium and Thallium.
• Total Organic Carbon (TOC).
• Ammonia.
• Dioxins and Furans.
• Hydrogen Fluoride.
• Provide a detailed report of the analysis to be submitted to the City of Tshwane.

Service Provider Requirements:

• Must have five or more years of experience in Atmospheric Emission stalk sampling and testing, with traceable references.
• Must be familiar with sampling procedure requirements, including the 90-degree location of the sampling machine.
• Submit two contactable reference letters from previous/current clients confirming experience in Atmospheric Emission stalk sampling and testing.

• Prices must be quoted in South African Rand and inclusive of VAT, delivery, insurance, and all other taxes.
• No price adjustments or amendments to delivery particulars will be considered after submission.
• The validity period of the quotation must be clearly indicated.
• Payment terms: Goods/services will be supplied/rendered upon receipt of a purchase order from ARC.
• The ARC reserves the right to benchmark prices quoted.

• Must be registered on the Central Supplier Database (CSD). Include CSD registration number and full CSD report with the bid proposal.
• Must claim specific goals to be considered for the 20 preference points under the 80/20 principle.
• Submit completed and signed Standard Bidding Documents (SBD) forms.
• Must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers.
• Compliance with the ARC Supply Chain Management Code of Conduct and National Treasury’s General Conditions of Contract is mandatory.

B-BBEE requirements:

• Only bidders that claim specific goals will be considered for scoring on the 20 preference points under the 80/20 principle.
• Points are awarded for:

• Contractors may be required to furnish documentary proof to substantiate claims if awarded the contract.
• Fraudulent claims or failure to fulfill contract conditions may result in:
• Disqualification from the tendering process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claimed.
• Restriction from obtaining business from any organ of state for up to 10 years.
• Criminal prosecution.
