Submit bids in a sealed envelope, clearly marked with the SCM Number (004./2025/26) and Project Name ('Panel of three (3) service providers to supply and deliver bitumen material for a period of two years'). Late, incomplete, unsigned, or electronically submitted bids (fax, email, or copies) will be rejected. Complete bid documents in black pen only; typed documents or use of erasing fluids will disqualify the bid. All price alterations must be signed. Bids must remain valid for 90 days. Attendance at compulsory briefing sessions (if applicable) is mandatory; failure to attend will disqualify the bid. Queries must be submitted via email only; no queries will be entertained 5 working days before the closing date. Evaluation follows a 3-stage process under PPPFA 2022: (1) Compliance: Mandatory documents (MBD 1-9, Annexures A-F, CSD registration, JV agreements if applicable, municipal rates clearance, etc.) must be fully submitted. Non-compliance results in disqualification. (2) Functionality: Minimum threshold of 70/100 points required to proceed to the next stage. (3) Price and Specific Goals: Price competitiveness and B-BBEE compliance (Proof: Full CSD report). Grading criteria: 80/20 preference point system. Bids failing any stage are non-responsive. Bidders already on the panel cannot re-bid. Preference points are allocated per KSDLM SCM policy.

Supply and delivery of bitumen material for a period of two (2) years. Bidders must comply with all material standards, delivery schedules, and other technical requirements as detailed in the tender documents (available for download from National Treasury’s tender portal or KSD website).

The total cost calculated in the pricing schedule must match the bid price reflected on the front page of the bid document. Failure to match will render the bid non-responsive.

For bids ≥ R10 million (VAT inclusive) or bidders with CIDB grading Level 6 or higher: Submit audited annual financial statements for the past three years (or since establishment if <3 years). The total cost in the pricing schedule must match the bid price on the front page. All certified copies must not be older than six months. Bids must remain valid for 90 days.

Mandatory: Registered on Central Supplier Database (CSD). Submit completed MBD 1-9 forms and Annexures A-F. For joint ventures (JVs): Submit a comprehensive JV agreement and all relevant documents for each partner. Declare all companies involved in MBD 4. Submit latest municipal rates statement (≤3 months old) proving no arrears >3 months; leased property bidders must submit a valid lease agreement; bidders in non-rated areas must submit municipal confirmation of non-liability. Directors’ municipal rates statements are also required. Bidders with members/shareholders owing municipal rates/taxes may be disqualified. All certified documents must be ≤6 months old. B-BBEE compliance required (Proof: Full CSD report). Sign MBD 5 for bids ≥ R10 million. Use black pen only; no typed documents or erasing fluids. All alterations in prices/quotes must be signed.

The KSD Municipality reserves the right to: (a) Disqualify any service provider whose members/shareholders owe municipal rates/taxes; (b) Not accept the lowest or any bid; (c) Accept the whole or part of the bid; (d) Withdraw the bid.
