• Use the official NHLS bid forms only – no alterations to content are permitted.
• Submit three copies: 1 original (signed in black ink), 1 hard‑copy and 1 electronic copy (PDF on CD/USB).
• All copies must be sealed in an envelope clearly marked with the RFB number (RFB208/25/26), description and bidder’s name.
• The original envelope must be signed on every page and each page initialed by the authorised signatory.
• Submit the bid to the NHLS Procurement Tender Office, 1 Modderfontein Road, Sandringham, Johannesburg, or hand‑deliver to the bid box during office hours (08:00‑16:30) before 11:00 am on the closing date.
• Postal or courier submissions must arrive at the tender office at least 36 hours before the closing time.
• Late bids (after 11:00 am on 05 March 2026) will be rejected.
• A separate sealed envelope is required for the total bid price, marked as per the instructions.
• Mandatory returnables (supplier information, B‑BBEE verification, tax clearance, CSD report, etc.) must be completed; failure to provide any will result in disqualification.

• Evaluation is carried out by a Cross‑Functional Evaluation Team (CFET) and consists of three stages: administrative pre‑qualification, technical/functional assessment and commercial evaluation.
• Technical score: each mandatory requirement is weighted; a minimum of 75 % overall technical score is required to proceed.
• Commercial score: maximum of 80‑90 points for price and up to 20‑10 preference points for B‑BBEE specific goals (PPPFA).
• Bids are scored against the point scales listed in the Technical Functionality section (e.g., software capability 15 %, reagent loading 20 %, maintenance time 15 %, etc.).
• Minimum thresholds: 75 % technical compliance; price must be submitted in the separate envelope.
• Preference points are awarded only when a valid B‑BBEE verification certificate or sworn affidavit is submitted.
• Disqualification triggers include non‑compliance with mandatory requirements, failure to attend the compulsory briefing, or incomplete/incorrect submission of mandatory documents.

• Supply of 2 Genetic Analyser CE (Capillary Electrophoresis) open systems for the Braamfontein Genetic Department, including all reagents, consumables, service and maintenance for five (5) years.
• Mandatory functional requirements (must be demonstrated with brochures/specifications):

1. Process 240 samples in an 8‑hour shift (24 samples per run).

2. Support Sanger sequencing with Big Dye Terminator chemistry.

3. Perform fragment analysis (STR, SNP, MLPA) with multiplexing and dosage detection.

4. Minimum 50 cm capillary array; 6‑dye chemistry; open system compatible with a wide range of kits (Applied Biosystems, Promega, Qiagen, etc.).

5. Read length ≥ 700 bp (Sanger) and up to 1000 bp for fragment analysis (up to 600 bp sizing required).

6. Provide analysis software for DNA sequencing, fragment sizing, paternity/kinship likelihood ratios, and LIMS integration.

7. Automated amplicon separation with 1 bp resolution, adjustable run conditions, reagent‑usage tracking, barcode integration, and data export (CSV/text).

8. Each instrument must include two networked workstations.

• Service requirements:
• 24‑hour online support with ≤ 6 hour on‑site response for breakdowns.
• On‑site repair and loan unit if downtime exceeds one week.
• Installation, site inspection and validation at bidder’s cost.
• Software upgrades, annual reagent supply (≈ 50 cm capillary array, buffers, plates, etc.) at no charge to NHLS.
• UPS with minimum 1‑hour runtime, surge protection and voltage regulation supplied and maintained by the vendor.
• 24‑month warranty, operator manuals, calibration certificates at commissioning, and on‑site/annual operator training with certification.
• Performance scoring: each technical requirement is weighted (e.g., software capability 15 %, reagent loading 20 %, maintenance time 15 %, spare parts availability 15 %, backup storage 10 %, alignment software 15 %, reagent usage reporting 10 %). A total of 100 % is possible; ≥ 75 % is required to advance.

• Total bid price (all‑inclusive) must be submitted in a separate sealed envelope clearly marked with the RFB number, description and bidder’s name.
• Pricing must follow the format in Annexure B (Pricing Schedule) and be the firm price (subject only to statutory duty adjustments).

• Mandatory financial documents (Schedule 2):

– Valid Tax Clearance Certificate or Tax Compliance Status letter (with PIN) from SARS, or a current CSD report for each consortium member.

– Central Supplier Database (CSD) registration report.

– National Industrial Participation Programme (NIPP) certificate where applicable.
