Qualifications (10% of technical score): 5 points for fully meeting requirements (Bachelor’s/Diploma in IT, Web Development, Communications, Marketing, or related field), 3 points for partially meeting, 0 points for not meeting. 2) Preferential evaluation (80/20 system): Price (80 points) and Specific Goals (20 points). Specific Goals: 5 points each for ≥51% Black ownership, ≥51% Black women ownership, Black youth ownership, or disability ownership (medical proof required).
