Mandatory requirements: (1) Registration on Central Supplier Database (CSD), (2) Tax compliance at time of appointment. Elimination criteria: (1) Late submission, (2) Incorrect submission location, (3) Delivery later than 2 working days, (4) Inability to meet technical specifications (full-frame camera, 20+ megapixels, professional lighting, professional editing suites). Bidders with directors/shareholders who abused SCM systems, committed fraud, failed to perform on previous contracts, or are restricted from public sector will be disqualified.

• Scope: To appoint a panel of photographers for corporate photography services for a 36-month period, as and when required.
• Deliverables: High-quality images of TIA-funded projects, marketing materials, events, and staff for print and online platforms.
• Technical requirements for photos:
• Pictures must be captured in raw and processed to jpg.
• High-resolution images must be at least 20 megapixels.
• Use of a full-frame camera, professional lighting equipment, and professional editing suites is mandatory.
• Equipment: The supplier is responsible for providing all photography equipment, including camera, lighting, photobooth, and 360-degree capability.
• Delivery: Draft photographs must be supplied for TIA review via cloud storage, USB, or external hard drive. Final images must be delivered in high and low resolution.
• Brand compliance: Photography must comply with TIA brand guidelines provided at project start.
• Portfolio: Must include business portraits, headshots, group photos, and event/conference/science photography, with references to published work.

• TIA will appoint a panel of photographers and rotate them for different projects.
• Work will be awarded to service providers meeting the minimum qualifying score, who are most competitive on price and specific goals.

• Bidders must provide a company profile detailing years of experience in corporate photography.
• Scoring for experience ranges from 5 points for 10+ years to 1 point for less than 3 years.
• Must provide contactable references or work orders from the last 7 years.
• Must attach CVs and qualifications of the proposed photography team, with scoring based on cumulative team experience.

• Quote a single, all-inclusive hourly rate covering services, travel, editing, image supply, and delivery.
• Specify delivery lead times in working days after the shoot.
• Detail editing capabilities, graphics/animation services, and make-up artist availability if required.
• Provide details of equipment used and ability to meet technical requirements.
• Include a portfolio showcasing relevant work.

• Pricing must be quoted as a single, all-inclusive hourly rate.
• The rate must cover:
• Services rendered at TIA offices in Pretoria, Durban, and Cape Town.
• Travel to offices (kilometre rates paid per SARS tariffs).
• Associated photo editing.
• Supply of all images in high and low resolution.
• Any delivery/upload fees.
• Travel and accommodation costs outside Gauteng will be covered by TIA.
• All prices must include VAT for VAT-registered bidders.
• The quoted price forms the basis for 80 points in the second-stage evaluation.

• Mandatory requirements:
• Registration on the Central Supplier Database (CSD).
• Tax compliance by the time of appointment.
• B-BBEE (Specific Goals): Points are awarded in the 80/20 evaluation for:
• At least 51% black ownership (5 points, proof via CSD Report).
• At least 51% Black youth ownership (5 points, proof via Certified ID).
• At least 51% Black Women ownership (5 points, proof via CSD Report).
• At least one owner with a disability (5 points, proof via Doctor's letter).
• General compliance: Bidders must complete SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form).
• Disqualification risks: Bidders listed on the Register for Tender Defaulters or Restricted Suppliers list will be disqualified. Submission of false documents or fraudulent references will lead to disqualification and potential restriction from public sector business.

• Specific goals for B-BBEE scoring in the 80/20 evaluation:
• 5 points for ≥51% black ownership.
• 5 points for ≥51% Black youth ownership.
• 5 points for ≥51% Black Women ownership.
• 5 points for at least one owner with a disability.
• Proof required via CSD reports, certified IDs, or doctor's letters.

• Contract award is subject to mutual agreement on contractual terms within 30 days of appointment.
• TIA reserves the right to amend tender conditions, extend closing dates, verify information, not appoint any bidder, and cancel the tender without liability.
• Proposal validity period is 120 days.
• Bidders may be required to prepare a presentation with 4 days' notice.
• Confidentiality: All RFP information is proprietary to TIA and must be kept confidential.
