Appointment of a service provider to develop a digital training manual on metadata standards (SANS 1878-1, 19115-1, 19115-2) and train data custodians

• Submit your bid by 11:00 on 09 July 2026. Late bids will not be accepted.
• Deliver your bid to the Quotations Box at: Department of Land Reform and Rural Development, 600 Lilian Ngoyi Street, Berea Park, Pretoria, 0001.
• Use the official bid forms provided. Do not retype them.
• Your bid document must include: Name and address of the bidder, bid number (5/2/1/1/2026-2027/47), and the closing date. Failure to include these will disqualify your proposal.
• Submit all required returnable documents, including SBD1, Pricing Schedule SBD 3.3, SBD4, SBD6.1, and the Terms of Reference (TOR).

• The bid must include the completed official forms (SBD1, Pricing Schedule SBD 3.3, SBD4, SBD6.1).
• The SBD6.1 form includes a section on subcontracting, requiring details if any portion of the work is subcontracted.

Bidders must be registered on the Central Supplier Database (CSD); must be tax compliant (provide TCS PIN or CSD number); must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers; must disclose any relationship with state employees; must not be persons in the service of the state or companies with directors in state service; foreign suppliers must complete additional questionnaire.

• Scope: Develop a digital training manual on metadata standards (SANS 1878-1, SANS 19115-1, and SANS 19115-2) and use it to train data custodians.
• Deliverables: A completed training manual and the execution of training sessions.
• Contract Period: The services must be completed within twelve (12) months.

• The supplier must not disclose contract documents or information without the purchaser's prior written consent.
• The purchaser has the right to inspect the supplier's records relating to contract performance.

• A Pricing Schedule (SBD 3.3) is attached to the bid documents and must be completed and returned.
• Sole agents/suppliers may need to justify their quoted price by disclosing market discounts or net profit percentages.

• Submit your pricing on the official Pricing Schedule (SBD 3.3) form provided.
• If you are a sole agent/supplier, you may be required to indicate your market price after discount or your percentage net profit before tax to justify that your quoted price is fair and reasonable.
• The General Conditions of Contract (GCC) include standard clauses on payment terms, prices, and penalties for delays.

• Central Supplier Database (CSD): You must be registered on the National Treasury's Central Supplier Database.
• Tax Compliance: Submit your SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no PIN is available but you are on the CSD, provide your CSD number.
• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or a Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• State Employees: No bids will be considered from persons in the service of the state, or companies/close corporations with directors/members in the service of the state.
• Disclosure: Complete the SBD4 form, disclosing any relationships with state employees or other bidders.

• A B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) is mandatory to qualify for preference points.
• Proof documents (ID, company registration, doctor's letter) are required to claim points for HDI, female, disability, and youth ownership.
• Subcontracting more than 25% of the contract value to a non-HDI enterprise disqualifies the bidder from HDI points.

• The contract is governed by the General Conditions of Contract (GCC).
• Key clauses cover: Payment (within 30 days of invoice), Prices (fixed as quoted), Contract amendments (requires written agreement), Assignment (requires purchaser consent), Subcontracts (must be notified).
• Penalties apply for delays in performance, calculated using the prime interest rate on the delayed value.
• Termination can occur for default, insolvency, or corrupt/fraudulent practices.
• Force Majeure events may relieve the supplier of penalty liabilities.
• Disputes are first resolved by mutual consultation, then mediation, and finally through South African courts.

• Bids must be delivered on time to the correct address. Late bids are not accepted.
• Bids must be submitted on the official, unaltered forms.
• The tender is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2022, the GCC, and any Special Conditions of Contract.
• The successful bidder must sign a written contract form (SBD7).
• Bidders must comply with tax obligations and provide a SARS PIN or TCS certificate.
• Bidders must complete the SBD4 disclosure form regarding state employment and relationships.

• Detailed evaluation formulae and rules are provided in the SBD 6.1 form.
• Price is scored out of 80 points using the 80/20 system formula.
• Specific Goals (HDI, female, disability, youth) are scored out of 20 points based on percentage equity ownership.
• Specific proof documents (ID copies, company registration, doctor's letter) are required to claim points.
• Subcontracting over 25% to non-HDI enterprises disqualifies HDI points.
