Bid documents are available for collection from 3rd to 15th June 2026 (Monday to Friday, 08h00–15h30) at the Mandeni Municipality’s Civic Centre Cashiers Office upon payment of a non-refundable fee of R600.00 (inclusive of VAT). Payment methods: Debit card, cash, or EFT (reference: Bid No 25/25/26 and Bidder’s Name). EFT payers may request municipal bank details from the SCM manager.
Evaluation follows a two-stage process under Mandeni Municipality’s SCM Policy: Stage 1: Functionality; Stage 2: Price (form of offer). The 80/20 evaluation criteria apply, with the following PPPFA Regulations 2022 Specific Goals and maximum allocated points: Enterprise located within the iLembe Region: 6 points; Within the KZN Province: 3 points; Within the National Region: 1 point; EME or QSE at least 100% owned by black people: 5 points; Enterprise 100% owned by Women: 3 points; Enterprise 100% owned by Youth: 3 points; Enterprise 100% owned by people with disability: 3 points. The Municipality is not obligated to accept the lowest bid or provide reasons for its decision.
