• Submit the quotation by the closing date (12 February 2026) no later than 16:00. Late submissions will be rejected.
• Submissions may be sent via email to [email protected] or uploaded to Microsoft OneDrive and shared with the same email address.

• Evaluation is conducted in stages:

1. Compliance Evaluation – verify that all mandatory documents (SBD1, SBD4, tax clearance, B‑BEE certificate, CSD proof, etc.) are submitted and the bidder meets CSD registration requirements.

2. Functional/Technical Evaluation – weighted functional criteria (total 60 points):

• Training provision & capabilities (max 25 points) – outline course content, confirm online delivery via MS Teams, session durations, certificates of competency (5 points each).
• Facilitator experience & CV (max 20 points) – 3‑5 years ITIL experience = 20 points; <3 years = 10 points; no CV = 0.
• References (max 15 points) – ≥3 contactable references = 15 points; 2 references = 10 points; <2 = 0.

3. Specific Goals / Preference Points – up to 20 points for small‑business status (B‑BEE) as per table.

4. Objective Criteria – risk of fruitless expenditure, abnormally low bid, material irregularity, litigation status, past performance.

• Minimum functional threshold: 50 points. Bidders scoring below this are disqualified.
• Preference point system applied: 80/20 (price 80 points, specific goals 20 points).
