General scope: Provide ArcGIS Pro Standard and ArcGIS Pro Advance training services to Cape Agulhas Municipality as detailed in the Terms of Reference.

• Submit the bid in the sealed envelope provided, externally endorsed with the Tender Number, Description and Closing Date.
• Deliver the sealed envelope to the Tender Box at Municipal Offices, 1 Dirkie Uys Street, Bredasdorp, or post to the Acting Municipal Manager, PO Box 51, Bredasdorp, before 12:00 on 03 July 2026.
• Use only the official tender forms supplied; do not re‑type or rewrite any part of the forms.
• All pages must be securely bound and initialed; correction fluid, tape or glued‑over pages are prohibited.
• Include all compulsory returnable documents (CAMBD 1‑9, Schedule 1A‑1F) fully completed and signed.
• Attach a valid Tax Compliance Status PIN (or printed TCC) and proof of up‑to‑date municipal account payments.
• Provide a B‑BEE verification certificate or sworn affidavit where required.
• Late submissions, incomplete documents, or bids from persons in the service of the State will be rejected.
• The Municipality reserves the right to reject any bid, to return unopened bids, and to cancel the process if irregularities are detected.

Scope of Work:

1. Deliver ArcGIS Pro Standard and ArcGIS Pro Advance training.

2. Provide outcomes‑based training with formative and summative assessments.

3. Conduct pre‑assessments to determine learner entry levels.

4. Submit a detailed training proposal and methodology.

5. Deploy qualified facilitators (Esri authorised training partner, Esri technical certifications) to any venue in the Western Cape.

6. Provide monthly learner progress reports and attendance registers.

7. Issue hard‑copy certificates of competency and statements of results; register learners on the National Learner Record Database where applicable.

8. Supply all learning materials, stationery, laptops, projectors and PPE as required.

9. Include all costs (labour, travel, subsistence) in the per‑learner price.

10. Maintain professional indemnity insurance and indemnify the Municipality against loss or damage.

Learning Objectives are detailed for each course (use of ArcGIS Pro, editing, symbology, geoprocessing, SQL, ModelBuilder, etc.).

Required evidence:

• Proof of accreditation/registration with a recognised Quality Assurance Body or SETA.
• Company profile.
• CVs of facilitators (subject‑matter experts) showing Esri Technical Certifications.
• Four contactable references.
• Confirmation of status as an authorised Esri Training Partner.
• Details of relevant projects delivered in the last 5 years (excluding Cape Agulhas references).

• Provide assistance with Portfolio of Evidence (POE) compilation and arrange collection from the Municipality.
• Issue hard‑copy certificates and Statements of Results for each learner.
• Register learners on the National Learner Record Database where applicable.
• Ensure all training materials and assessments meet the standards set out in the tender documents.
• The Municipality reserves the right to inspect, test and reject any deliverables that do not comply with the contract.

Use the official pricing schedule:

1. Indicate VAT vendor status and VAT number if applicable.

2. Provide per‑learner unit price for ArcGIS Pro Standard and ArcGIS Pro Advance.

3. Include subtotal, VAT (15 %) and total amount.

4. State delivery period after official order.

5. Sign and date the schedule.

All amounts must be inclusive of all costs (labour, travel, materials, re‑assessment fees).

• All prices must be quoted in South African Rand, inclusive of VAT (15%).
• Use the official pricing schedule; no re‑typing or hidden costs are allowed.
• Prices are fixed for the financial year; only disclosed percentage increases may be applied.
• Indicate whether the bidder is a registered VAT vendor and provide the VAT number if applicable.
• Total estimated value of the RFQ is below R300 000.
• The per‑learner cost must cover training delivery, materials, travel, subsistence and any re‑assessment fees.
• Failure to complete the pricing schedule will render the bid non‑responsive.

• Submit a valid Tax Compliance Status PIN (or printed TCC) issued by SARS; each consortium member must provide its own PIN.
• Provide proof of up‑to‑date municipal account payments (latest municipal account statement).
• Attach a current B‑BEE verification certificate or sworn affidavit (EME/QSE) as required.
• Register on the Central Supplier Database (CSD) and include the CSD number.
• Provide documents of incorporation, authority of signatory, enterprise questionnaire and, where applicable, CIDB registration (N/A for this tender).
• All supporting documents must be signed and stapled to the relevant forms.

• Provide all necessary personal protective equipment (PPE) and any required safety documentation for each training venue.
• Ensure training venues comply with occupational health and safety regulations.
• The Service Provider must maintain a valid occupational health and safety policy and make it available to the Municipality upon request.

• The contract will be governed by the National Treasury General Conditions of Contract (GCC) together with the Special Conditions (pages 5‑49) which take precedence over any conflicting GCC provisions.
• The Service Provider must provide the services in accordance with the Scope of Work and all specifications.
• Performance security (bank guarantee or certified cheque) must be furnished within 30 days of award as per SCC.
• The Municipality may inspect records, audit performance and enforce confidentiality obligations (Clause 5).
• The Supplier indemnifies the Municipality against third‑party IP infringement claims.
• Force majeure events are defined and will excuse performance delays.
• The contract may be terminated for breach, non‑payment of municipal accounts, or failure to meet tax compliance.

• Bids must be on official forms and sealed as described.
• No correction fluid, tape or glued‑over pages; any alteration must be struck through in black ink and initialed.
• All compulsory returnable documents (CAMBD 1‑9, Schedule 1A‑1F) must be completed and signed.
• Bids are invalid if submitted after the deadline, if pages are missing, or if any required document is absent.
• The Municipality may reject any bid, return unopened bids, or cancel the process for non‑compliance or collusive behaviour.
• Validity of the bid is 90 days from the closing date.

Scoring follows the 80/20 preferential procurement framework with a total of 100 points. Preference points are awarded for B‑BEE status (up to 10 points) and local supplier status (up to 10 points). The remaining points are allocated based on compliance with the technical and financial requirements.
