Submit the original, complete bid document in a sealed envelope clearly marked with the bid number and title. Deposit in the bid box at the Overberg District Municipality, 26 Long Street, Bredasdorp, 7280. Do not dismember the document; initial every page. Include all required returnable forms (MBD 1, 2, 3.1, 4, 6.1, 7.1, 8, 9, 16, and Annexures). Late, faxed, or emailed bids will not be accepted.

The tender follows an 80/20 preference points system. Bidders must achieve a minimum of 30 out of 40 points in the Functionality/Technical Evaluation to proceed. Criteria include: Experience in camera installation (10 points), PSIRA registration (20 points), and reference letters (10 points).

Supply and install cameras at Bredasdorp and Caledon depots. Requirements: Weatherproof cameras (Dahua 5MP or similar), PoE and IR capable, motion-activated recording, 24-channel NVR with 3-month storage, and wireless point-to-point network links for fuel pumps. Must provide proof of PSIRA registration and CIDB 1EB grading.

Pricing must be submitted on the provided MBD 3.1 schedule. All costs (transport, overheads, profit) must be included. No upfront payments; payment within 30 days of invoice. Bidders must provide a copy of the latest municipal account statement (not older than 3 months) or a lease agreement.

Must be registered on the Central Supplier Database (CSD). Required documents: Valid Tax Compliance Status (TCS) PIN, CIDB registration (1EB), PSIRA registration, B-BBEE certificate or sworn affidavit, and proof of business registration. Directors must not be in arrears with municipal rates/taxes for more than 3 months.
