Pricing must be submitted in the official Pricing Schedule (Excl. VAT) for all listed items. Total Excl. VAT, VAT, and Total Incl. VAT must be provided. Corrections on the price schedule must be crossed out in ink and initialed; Tippex or correction fluid is prohibited. The City reserves the right to adjust quantities based on budget availability. Payment terms: Within 30 days after receipt of invoice and delivery note. Market analysis may be conducted; non-viable prices may lead to disqualification or negotiation. Bids must remain valid for 90 days post-closing.
Mandatory: CSD registration with valid CSD Number (National Treasury requirement). Tax Compliance: Tax Clearance Certificate or Unique PIN (SARS). Municipal Compliance: Municipal Account Statement (not older than 3 months) or signed lease agreement for bidder and all owners/directors/shareholders; letter from local councillor if in informal/rural areas. B-BBEE: Certified B-BBEE certificate or sworn affidavit (EME/QSE). MBD Forms: Duly signed and completed MBD 1, 4, 5, 6.1, 7.2, 8, and 9 (black ink, no blank spaces). Audited Financial Statements: Required if tender value exceeds R10m or if bidder is >3 years old (or proof of exemption). Joint Ventures: JV agreement + all documents (a-f) for each party. Declaration of Interest: MBD 4 must disclose any conflicts. Past SCM Practices: MBD 8 must confirm no abuse, fraud, or defaults. No bids accepted from persons in the service of the state. Local Content: Preference points for City of Tshwane (4), Gauteng (2), or National (1) participation.
