Mandatory: Registration on the Central Supplier Database (CSD) with a valid CSD number. Submission of a Tax Compliance Status PIN or CSD number. Submission of all compulsory returnable documents, including: Company Registration Certificate; Tax Clearance Certificate or PIN; BBBEE Certificate; Municipal Rates and Taxes statement (or acceptable alternative) for the bidding company and its owners/directors; CSD summary report; Duly signed MBD forms (1, 4, 8, 9). Bidders must not be in the service of the state, listed on restricted supplier databases, or have a history of contract termination due to non-performance. Bids must be submitted online before the deadline.
Scope: Supply, delivery, and off-loading of maintenance and gardening tools for City of Tshwane-managed Early Childhood Development (ECD) Centres in Regions 3 and 6. Tools are for use by Special Workmen and authorized personnel for routine maintenance, minor repairs, cleaning, landscaping, gardening, and general upkeep. Deliverables: New, durable, fit-for-purpose, defect-free tools. Equivalent brands may be accepted subject to approval. Replacement of damaged/incorrect/defective items at supplier’s cost. Warranty/guarantee required for mechanical/power tools. Compliance with occupational health and safety standards. Delivery to designated ECD centres with off-loading and handover to authorized officials. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Audited Financial Statements: Required for tenders above R10m or if company is less than 3 years old (or proof of exemption). Joint Ventures: Submit JV agreement and all required documents for each JV party. Foreign Suppliers: Complete pre-award questionnaire (Part B:3). No bids accepted from persons in the service of the state.
