2. Functionality Requirements – compliance with technical specifications, team capability (organogram, CV of Project Manager/Site Agent), construction programme, past relevant work (3 award letters & completion certificates), and a detailed project execution plan.
3. Administrative Compliance – CSD registration, SARS tax clearance, CIPC registration, B‑BBEE certificate/affidavit, authorised signatory letter, and completion of SBD 1, 4, 6.1.
4. Price & Specific Goals – price scored using Ps = 80 × (1 – (Pt‑Pmin)/Pmin); specific goals (women, disability, youth, provincial location, QSE/EME status) each allocated up to 5 points (total 20). Proof of ownership percentages must be supplied via CSD report or B‑BBEE certificate.
