Scope: Provision of catering services to W&RSETA regional offices as and when required, for a period ending 31 March 2029. The bidder must act as an independent contractor, exercise reasonable skill and diligence, and comply with professional standards. The service provider must attend meetings when required, not recruit W&RSETA employees, and deliver all documents upon request. Foreign suppliers must answer a questionnaire regarding residency, branch, establishment, income, and tax liability in RSA.

Goods supplied must conform to standards in bidding documents. Supplier must keep confidential and not misuse contract documents and information. Purchaser may audit supplier's performance records.

Price schedule must be in South African Rand, inclusive of VAT and disbursements. Correct arithmetical errors per specified rules: amounts in words govern discrepancies with figures; line item totals govern unit rate errors; total prices govern summation errors. Penalties apply for late completion attributable to service provider.

B-BBEE: Specific goals points claimed via SBD 6.1 for HDI ownership (Black people, women, people with disability at 51%+), promotion of local economy (youth ownership, SMMEs, enterprise location in specific provinces). Declare any state employment or conflicts via SBD 4. Persons in service of the state are prohibited from bidding. Points allocated: 80 for price, 20 for specific goals via SBD 6.1. The 80/20 preference point system applies. Bids are evaluated administratively and technically; those meeting functionality threshold proceed to price and specific goals evaluation. W&RSETA may call top bidders for presentations or due diligence.
