• Submit the quotation in a sealed envelope addressed to PRASA at No. 8 Station Street, Station Building, East London, 5200.
• Bids must be deposited in the bid box at the above address before 12:00 PM on 11 February 2026. Late submissions will be rejected.
• Use the official RFQ forms only; do not re‑type the content.
• All mandatory returnable documents (see Section 16) must be attached with the quotation; missing any mandatory document results in automatic disqualification.
• Required mandatory documents include: completed Price Schedule (Section 4), Submission Register, Company registration documents, directors’ ID copies, valid Tax Clearance Certificate (valid on closing date) and SARS PIN, CSD registration number, proof of bank account (cancelled cheque or bank letter), and any JV/consortium agreements if applicable.
• Optional (non‑mandatory) documents such as audited financial statements or B‑BBEE certificates may be submitted for scoring but will not cause disqualification if absent.
• Sign the quotation and provide proof of authority (e.g., company resolution).
• Do not contact PRASA staff about the bid after the closing date; any attempt to canvass SCM officers may lead to disqualification.

Stage 1A – Mandatory Requirements: submission of the completed Price Schedule, Submission Register and all mandatory returnable documents. Failure to provide any results in automatic disqualification.

Stage 1B – Other Mandatory Requirements: company registration, directors’ IDs, valid Tax Clearance Certificate (with SARS PIN), CSD number, proof of bank account, JV/consortium documentation where applicable.

Stage 1C – Documents for Scoring (non‑mandatory): audited financial statements, B‑BBEE certificates, CIPC documents. If not submitted, a score of zero is awarded for the specific goal.

Stage 2 – Price and Specific Goals: total of 100 points; Price = 80 points, Specific Goals = 20 points.

Price scoring formula (80/20 system): Ps = 80 × (1 − (Pt − Pmin)/Pmin) where Pt is the bidder’s price and Pmin is the lowest acceptable price.

Specific‑goal points are awarded based on evidence of the listed goals (e.g., 51 % Black ownership) as per the Preference Points Claim Form.

The highest‑scoring compliant bidder is preferred unless market‑related price adjustments are required.

Supply and delivery of personal protective equipment (PPE) on a one‑off basis within the Eastern Cape region. Items include:

• Safety boots (various sizes) meeting SANS 20345:2011/2014 standards, steel toe, slip‑resistant.
• High‑visibility 2‑piece rainsuits for Train Operations, Customer Service and Protection Services (specified colours, reflective tape, PRASA logo, size ranges XS to 5XL).
• High‑visibility safety vests with 50 mm reflective tape.

Deliverables: quantities as per the pricing schedule (see Section 8). Delivery must be made within the earliest possible period, not exceeding the number of working days to be specified by the supplier on the quotation.

All goods must conform to the specifications listed; samples may be requested after award and must match the specifications, otherwise the bidder may be disqualified.

• Prices must be quoted in South African Rand, inclusive of all taxes (VAT 15 %).
• Use the prescribed Pricing Schedule (Section 4); any deviation results in a non‑responsive bid.
• Fixed‑price offer; indicate any price escalation formula if applicable.
• Validity period: 60 working days from the closing date (may be extended at PRASA’s request).
• Payment terms: PRASA will pay within 30 days of receipt of a correct tax invoice.
• Provide proof of bank account (cancelled cheque or bank letter).
• No performance or bid bonds are mentioned; if required, the tender would specify them.

• Tax compliance: submit SARS‑issued PIN or Tax Clearance Certificate (valid on closing date) and, if not available, provide CSD number.
• Register on the National Treasury Central Supplier Database (CSD) unless a foreign supplier has no local entity.
• Provide audited financial statements or B‑BBEE certificate for scoring (non‑mandatory but beneficial).
• Submit CIPC registration documents.
