• Late or incomplete submissions will be rejected.
• Failure to provide any of the mandatory documents (CSD registration proof, tax clearance, POPIA consent, B‑BBEE evidence) will result in disqualification.
• The agency will not be contracted; only the successful candidate will be paid a once‑off 5 % placement fee based on the candidate’s cost‑to‑company.

Phase 1 – SCM Administrative (mandatory):

1. Proof of registration on the Central Supplier Database (CSD).

2. Completed and signed SBD 4.

3. Completed and signed SBD 6.1.

4. Valid Tax Clearance Certificate or Tax PIN.

5. Completed POPIA consent form.

6. Valid SANAS‑accredited B‑BBEE certificate or sworn affidavit (no points if absent).

Phase 2 – Mandatory requirements:

• Supply up to two (2) qualified candidate CVs.

Phase 3 – Pricing (80 points):

• Price quotation must be inclusive of all taxes (including VAT).
• Provide an itemised pricing schedule.

Phase 4 – Specific goals (20 points):

• Submit SBD 6.1 preference points claim form.
• Submit B‑BBEE certificate/affidavit (points allocated according to B‑BBEE level).

Overall score = 80 % price weighting + 20 % B‑BBEE/compliance weighting.

Scope: Provide a Company Regulator Secretary for the Ports Regulator of South Africa (PRSA) for an initial six‑month period, with a possible 12‑month extension. The role is Durban‑based (hybrid remote/office) and includes:

• Coordinating and facilitating Board and sub‑committee meetings (Agenda preparation, minutes, work plans, action‑item tracking).
• Maintaining governance registers, declarations of interest, remuneration schedules, and other statutory records.
• Drafting governance compliance checklists, quarterly governance reports, and providing legal/ governance advice to Board members.
• Supporting the CEO and Board on King IV, Treasury Regulations and public‑sector governance requirements.
• Facilitating inductions, training and performance evaluations of Board/Committee members.

Deliverables: meeting packs, minutes, governance reports, updated charters/terms of reference, compliance checklists, and up‑to‑date registers.

Qualifications: LLB or admitted attorney/advocate (LLM, CIS advantageous), 5‑10 years relevant experience, at least 5 years as a Company Secretary, membership of a chartered governance institute preferred. Knowledge of King IV, public‑sector legislation, risk management and strong interpersonal, analytical and leadership skills.

• Fixed monthly salary: R82 986.65 (total R497 919.00 for the six‑month period), non‑negotiable and all‑inclusive.
• Placement agency fee: one‑off 5 % of the candidate’s cost‑to‑company, payable by PRSA to the agency after successful appointment.
• Bidders must submit an itemised price schedule inclusive of VAT.
• No bonds, guarantees or advance payments are required.
