• Submit bid in a sealed, confidential envelope addressed to the Supply Chain Management Office.
• Deliver one original signed hard‑copy and one PDF copy on a USB flash drive.
• Delivery location: DENEL SOC LTD, Nellmapius Drive, IRENE, 0157 (Tender Box).
• All submissions must be received by the closing time (COB on 12 March 2026, 11:00). Late submissions will be rejected.

• Evaluation occurs in four stages: 1) Administrative requirements, 2) Mandatory requirements, 3) Technical compliance, 4) Price and Specific Goals.
• Scoring: Price – 80 points, Specific Goals – 20 points (total 100).
• Minimum compliance with all mandatory and technical requirements is required before price is considered.
• Failure to meet any mandatory or technical criterion results in disqualification.

Scope: provision of national and international courier/shipment services on an “as and when” basis for 60 months. Required services include: a) appropriate packaging, b) overnight and same‑day delivery, c) international and express services, d) weekend, public‑holiday and after‑hours service, e) insurance cover, f) delivery to major centres and remote areas, g) air and freight options, h) reliable tracking system, i) dedicated contact person for the Denel account, j) provision of pre‑packaging material and stationery (pre‑printed waybills, stickers, pouches). Additional requirements: clear statement of any surcharges, response time for collection after call‑in, cost‑effective insurance facility. Documentation to be supplied: AWB/Bill of Lading, ATA Carnet, NOC, commercial invoice, permits, packing list, insurance certificate. Mandatory tables list items to be quoted (agent fee, handling, origin, collection/delivery, fuel surcharge, EDI, customs duties, storage, insurance, crane services, warehouse cost, etc.).

• Pricing must be itemised according to the standard quotation table (Table 3) and expressed in South African Rand (ZAR).
• VAT at 15% on local charges must be shown separately; all taxes, duties and provisional payments must be included in the quoted price.
• No price escalation, inflation or exchange‑rate adjustments will be accepted after submission.
• Payment terms: 100 % payable upon completion of service.
• Quotation validity: 30 days from the submission date (extension possible only in writing).
• No bonds or guarantees are mentioned in the document.

Compulsory documents to be submitted with the bid:

• SARS tax PIN and tax clearance certificate (good standing).
• Completed and signed SCM compliance documents.
• Certified copy of B‑BBEE certificate or affidavit (minimum level 1).
• Certified ID copies of all directors.
• Central Supplier Database (CSD) summary report with verified banking details.
• Company profile/website.
• References from at least three clients for similar work.
• Optional: NCAC permit (if applicable). Failure to provide any of these documents will result in disqualification.
