Non-compliance results in immediate disqualification. Clarification response time: 48 hours for administrative checks (e.g., CSD registration, Tax PIN, Professional Indemnity Insurance of R10M, B-BBEE certificate). (2) Price and Preference: 80 points for price (Ps = 80(1-(Pt-Pmin)/Pmin)), 20 points for B-BBEE status (Level 1: 20, Level 2: 18, ..., Non-compliant: 0). (3) Risk Analysis & Objective Criteria: Includes tax compliance verification, CSD registration, fraud/corruption checks, financial health assessment, and PEP/Procure Check. Final award based on highest total points (100 max).

Appointment of a Private Sector Participant (PSP) for the implementation of Kaalfontein Primary School for the Gauteng Department of Education. Scope includes full professional services for school infrastructure development. Deliverables and service levels are defined in Annexure M (CIDB Standard Professional Services Contract, July 2009 Edition).

Pricing must be in South African Rand (ZAR). Proof of Professional Indemnity Insurance to the value of R10,000,000.00 per event (no limit on claims) is compulsory. Financial statements (Annexure J) must be submitted. Unduly high or low tendered rates may result in disqualification. Financial risk analysis will compare bid prices to market averages and DBSA estimates (CIDB Inform Practice Note #5).
