Required returnable documents:

• Completed SBD1 (Invitation to Bid) and SBD4 (Bidder’s Disclosure) forms.
• Latest CSD Report or MAAA number.
• BOQ/Pricing Schedule (fully completed in ZAR, inclusive of VAT at 15%).
• CIDB Certificate for categories 1GB and 1EB (or valid CRS Number).
• Completed Confidentiality and Non-Disclosure Agreement.
• Certificate of Acquaintance with Bid Documents.
• Annexure BC (Specification Confirmation).

Hand-delivered bids must be sealed and labeled with: bidder name, proposal description, RFQ number (RFQ 26-27-36), closing date/time, and recipient details.

Amendments to documents (e.g., Tippex) must be initialed. All documents must be in English.

Non-compliance with submission requirements (e.g., incomplete pricing, missing forms, or incorrect currency) will disqualify the bid. Bidders may be requested to submit outstanding bid condition documents within 2 working days (7 working days for tax compliance). Failure to comply will result in disqualification.

Scope of Work:

• Repair electrical infrastructure: Distribution Boards, cabling, Certificate of Compliance (CoC), etc.
• Replacement of generator-set (Gen-set) cabling and distribution.
• Supply, replace, and install submersible pumps (2 units). Ensure installations are fully functional.
• Repair associated building damages (as per site assessment).

Requirements:

• All work must comply with Electrical Conformance Board of South Africa (ECB) standards.
• Suppliers must have experience in electrical installations.
• Quotations must align with site assessment and inspection findings.

Legislative Compliance:

• Occupational Health and Safety Act, 1993.
• CIDB registration for categories 1GB and 1EB (active status, CRS number required).
• COIDA registration (Compensation for Occupational Injuries and Diseases Act, 1993).
• Standard Public Liability Insurance cover.

SAPO reserves the right to:

• Carry out site inspections or product evaluations to verify the quality of services bidded for, before or after adjudication.
• Request audited financial statements or other documentation for due diligence purposes.
• Ensure all work complies with applicable standards, including the Electrical Conformance Board of South Africa (ECB).

Pricing requirements:

• Complete the BOQ/Pricing Schedule in full. Incomplete pricing will disqualify the bid.
• Quote rates in ZAR, inclusive of VAT at 15%.
• Rates must cover all costs: labour, insurance, equipment, materials, consumables, dismantling, disconnecting, making good, clearing up, transporting, disposing, manufacturing, delivery, and installation (excluding VAT).
• The bid will be evaluated on the Total Project Cost (inclusive of VAT) as indicated in the summary.
• Bidders warrant that quoted prices are error-free and that they can deliver the service at the quoted price.
• No price corrections will be requested after bid closing.

• Pricing must be in South African Rands (ZAR) and include VAT at 15%.
• BOQ/Pricing Schedule must be fully completed. Incomplete pricing will disqualify the bid.
• Rates must cover all costs: labour, insurance, equipment, materials, consumables, dismantling, disconnecting, making good, clearing up, transporting, disposing, manufacturing, delivery, and installation (excluding VAT).
• Total Project Cost (inclusive of VAT) will be evaluated.
• Payment terms: Contract Price is inclusive of VAT and payable within 30 days of statement date.
• Bid validity period: 120 days from closing date. Bidders may be requested to extend validity at the same terms if evaluation is not finalised.

• CIDB Registration: Must be registered for categories 1GB and 1EB (active status). Submit valid certificate or CRS number.
• CSD Registration: Must be registered on the National Treasury Central Supplier Database (CSD). Provide MAAA number.
• Tax Compliance: Submit TCS PIN (via SARS e-filing) or CSD number. Non-compliance disqualifies the bid.
• COIDA: Submit valid Letter of Good Standing (Compensation for Occupational Injuries and Diseases Act).
• B-BBEE: Submit valid B-BBEE Certificate (SANAS accredited) or sworn affidavit (for EMEs/QSEs). Expired certificates are not accepted.
• Restricted Suppliers: Bidders on the National Treasury’s Restricted Suppliers list will be disqualified.
• SBD Forms: Complete and submit SBD1 (Invitation to Bid) and SBD4 (Bidder’s Disclosure).
• Joint Ventures/Consortia: Must submit signed agreements and consolidated B-BBEE certificates to earn preference points.

Compliance with the Occupational Health and Safety Act, 1993, is mandatory. Additional requirements:

• Suppliers must be registered and in good standing with COIDA (Compensation for Occupational Injuries and Diseases Act, 1993).
• Standard Public Liability Insurance cover is required.
• All work must adhere to safety standards as per legislative requirements.

Contractual terms include:

• The South African Post Office (SAPO) reserves the right to reject any proposal, cancel the RFQ, or negotiate terms with preferred bidders.
• SAPO may accept part of a bid or split the award between multiple bidders.
• Bidders must bear all costs associated with bid preparation and submission.
• The contract price is inclusive of VAT and payable within 30 days of the statement date.
• Bid validity period: 120 days from closing date. Bidders may be requested to extend validity if evaluation is not finalised.
• SAPO may request audited financial statements or additional documentation for due diligence.
• Contracts may be terminated if awarded based on incorrect information, and bidders may be listed on the National Treasury’s Restricted Suppliers database for up to 10 years.
• No canvassing of SAPO staff is permitted before contract award. All enquiries must be in writing.
