Supply and delivery of personal protective equipment (PPE) and occupational health & safety (OHS) supplies for cross-border road transport agency

The Cross-Border Road Transport Agency (C-BRTA) is a PFMA Schedule 3A Agency established under the Cross-Border Road Transport Act. It provides advice, regulation, facilitation, and law enforcement for commercial cross-border road transportation. C-BRTA issues permits to operators and aims to improve the flow of passengers and freight, introduce regulated competition, reduce operational constraints, and provide oversight for the cross-border road transport industry.

Ensure all required schedules (SBD 1, CSD report, TCS PIN, B-BBEE certificate/affidavit, SBD 4, SBD 6.1, and pricing schedule on company letterhead) are completed, signed, and included. Failure to submit any mandatory document will result in immediate disqualification. Offers must remain valid for 60 working days from the closing date.

Supply and deliver the following items with the specified technical requirements:

• Work Wear (Jacket and Trousers): 2 sets, size 34 (trousers). Material: 65% polyester/35% cotton or 100% polyester Oxford (waterproof). Features: water-resistant, black/navy, multifunctional pockets, reflective piping for visibility.
• Work/Safety Boots: 1 pair, size 9. Features: steel toe-cap, slip-resistant, heat-resistant, black.
• Protective Glasses: 2 units. Features: anti-scratch clear spectacle lenses, no elastic band (must match provided image).
• Protective Gloves: 2 pairs. Features: seamless black woven nylon liner, polyurethane (PU) palm coating (tear-resistant), knit wrist, breathable back.
• Multifunctional Flashlight: 1 unit. Features: hand-held, high power, multi-function, USB charging, built-in rechargeable lithium battery, adjustable light modes.
• Paper Towel Rolls: 360 rolls. Features: disposable, perforated, 2-ply, 100 sheets per roll, approx. 260mm (W) x 440mm (L). Brands: Twinsaver Medical, Kleenex Medical, or similar. Kitchen towels are not accepted.
• First Aid Kit: 50 units. Features: Regulation 3 first aid kit in a red heavy-duty bag.
• Fire Extinguisher (for vehicles): 50 units. Features: 2.5kg DCP.
• Fire Blanket: 50 units. Features: 1–1.2m x 1–1.2m, in plastic or fabric case.
• Boot Organiser: 50 units. Features: for storage of first aid kit and fire extinguisher in vehicle back, waterproof, multi-compartments, non-slip, 1680D Oxford Fabric, ~50L capacity.
• Plasters: 50 packs. Features: water-resistant, 20 pieces per pack.

All items must comply with the specifications. Delivery costs must be included in the bid price.

Submit a pricing schedule on your company letterhead with the following details:

• Item description, quantity, unit price (VAT excl.), and total price (VAT excl.).
• VAT at 15% and total RFQ price (VAT incl.).
• Brand and model specifications for each item.
• Country of origin.
• Compliance confirmation with specifications (Yes/No). If not compliant, specify deviations.
• Delivery period (in days) and basis (once-off/partial).
• Include all delivery costs in the bid price.

Offers must remain valid for 60 working days from the RFQ closing date.

Submit a detailed pricing schedule on your company letterhead, including:

• Item description, quantity, unit price (VAT excl.), and total price (VAT excl.).
• VAT at 15% and total RFQ price (VAT incl.).
• Brand and model specifications for each item.
• Country of origin.
• Confirmation of compliance with specifications (Yes/No). If not compliant, indicate deviations.
• Delivery period (in days) and basis (once-off/partial).
• All delivery costs must be included in the bid price.

Mandatory compliance requirements:

• Central Supplier Database (CSD): Must be registered on CSD (https://secure.csd.gov.za/). Submit a printed CSD registration report with your bid.
• Tax Compliance: Must submit a Tax Compliance Status (TCS) PIN issued by SARS. Apply via e-filing (www.sars.gov.za) if not already registered. Alternatively, submit a printed TCS certificate. For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number. If no TCS PIN is available but registered on CSD, provide the CSD number.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit to claim preference points. Points are verified via B-BBEE certificate and CSD report.
• Bidder’s Disclosure: Complete and sign SBD 4 (Bidder’s Disclosure) and Annexure A. Disclose any interests in other companies, state employment, or relationships with procuring institution officials.
• Preference Points Claim: Complete and sign SBD 6.1 to claim points for B-BBEE, women-owned, or disabled-owned enterprises.
• Restrictions: No bids will be considered from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.

Failure to comply with any of the above may render the bid invalid.

B-BBEE requirements for preference points:

• Submit a valid B-BBEE certificate or sworn affidavit to claim points.
• Points are allocated as follows under the 80/20 system:
• B-BBEE Level 1–4: 10 points (verified via B-BBEE certificate or sworn affidavit).
• Women-owned enterprises: 5 points (verified via CSD).
• Enterprises owned by disabled people: 5 points (verified via medical report).
• Total points claimed (D) = A (B-BBEE) + B (Women-owned) + C (Disabled-owned).
• For consortia/joint ventures, provide a breakdown of contract allocation percentage, race category ownership, and specific goal ownership for each partner.
• Failure to submit required documentation will result in a zero score for Specific Goals.

The tender includes the supply of Occupational Health and Safety (OHS) equipment and protective gear. Key items with safety features:

• Work Wear: Reflective piping for enhanced visibility.
• Safety Boots: Steel toe-cap, slip-resistant, heat-resistant.
• Protective Glasses: Anti-scratch clear lenses.
• Protective Gloves: Tear-resistant PU palm coating, breathable back.
• First Aid Kits: Regulation 3 standard in heavy-duty red bags.
• Fire Extinguishers: 2.5kg DCP for vehicles.
• Fire Blankets: 1–1.2m x 1–1.2m for emergency use.
• Boot Organisers: Waterproof, non-slip, multi-compartment storage for first aid kits and fire extinguishers in vehicles.

The successful bidder must sign a written contract form (SBD7). The bid is subject to:

• Preferential Procurement Policy Framework Act, 2000, and Preferential Procurement Regulations.
• General Conditions of Contract (GCC) and any applicable Special Conditions of Contract.
• Government Procurement: General Contract Conditions (July 2011).

Additional terms:

• Bidders or their agents may not release news about the RFQ or award without C-BRTA’s consent.
• Contracts may be finalised with additional special conditions during the contracting phase.
• If specific goals are claimed fraudulently or contract conditions are unfulfilled, the organ of state may:
• Disqualify the bidder from the tendering process.
• Recover costs, losses, or damages incurred.
• Cancel the contract and claim damages.
• Restrict the bidder (and/or its directors/shareholders) from obtaining business from any organ of state for up to 10 years.
• Forward the matter for criminal prosecution.
• Bidders must certify that their bid was prepared independently and without collusion with competitors.
