Scope: 6-month project covering 143 leaders across 10 ACSA sites. Key deliverables: 1) Leadership Assessment Framework (review values, translate into measurable indicators, define competency framework). 2) Leadership Assessment Tool (behavioural assessment, 360-degree feedback, culture measurement). 3) Multi-Source Leadership Assessment Model (self-assessment, direct reports, peers, supervisors). 4) Leadership Culture Index (LCI) for aggregation, divisional insights, trend tracking. 5) Digital Survey Platform (confidential online assessments, automated data collection, real-time dashboards). 6) Reporting and Analytics (culture dashboards, heatmaps, gap analysis, insights). 7) Integration with Performance Management (recommendations for metrics, targets, development programmes). Milestones: Project Initiation & Design Approval (20%, 2 weeks), Tool Development/Configuration (30%, 2 months), Survey Deployment & Data Collection (20%, 2 months), Reporting & Presentation (20%, 1 month), Project Close-out & Knowledge Transfer (10%, 2 weeks). Service provider team requirements: Lead Consultant (postgraduate in Industrial/Organisational Psychology, HR, or OD; 8–10 years’ experience; professional registration advantageous). Assessment Specialist (Psychometrics/Psychology qualification; HPCSA registration; tool design/validation experience). Data Analytics Specialist (Statistics/Data Science degree; 3–5 years’ experience in survey analysis, index construction, dashboarding). Additional: Quote for baseline (143 employees) + unit rate for additional assessments.
Provide a detailed cost breakdown in ZAR, exclusive and inclusive of VAT, aligned to the 5 milestones. Use the prescribed pricing schedule: 1) Project Initiation & Design Approval (20%), 2) Tool Development/Configuration (30%), 3) Survey Deployment & Data Collection (20%), 4) Reporting & Presentation (20%), 5) Project Close-out & Knowledge Transfer (10%). Failure to use this schedule may disqualify the bid. Disbursements (e.g., accommodation, reproduction) will be reimbursed at actual cost; submit certified invoices. Prices must remain firm for 120 business days.
Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN (apply via e-filing at www.sars.gov.za) or CSD number if TCS PIN unavailable. Consortia/joint ventures: each party must submit separate TCS/CSD. B-BBEE: Submit B-BBEE Certificate and Scorecard (or QSE/EME Affidavit). Preference points for B-BBEE levels (80/20 system): Level 1 (5), Level 2 (4.5), Level 3 (4), Level 4 (3), Level 5 (2), Level 6 (0.5), Level 7 (0.3), Level 8 (0.1). Additional points for Black youth majority-owned (5), Black women majority-owned (5), or majority-owned by people with disabilities (5). Other mandatory documents: Declaration of Interest Form (including PEP/DPIP disclosure), SBD 4 (Bidder’s Disclosure Form), SBD 6.1 (Preference Points Claim Form), Confidentiality Agreement, Certificate of Incorporation (showing ownership split), CSD Report, VAT Questionnaire, ACSA Terms and Conditions. For preference claims (e.g., disability), submit verifiable medical certificate. All documents must remain valid for the contract duration; update expired documents immediately.
