Price evaluation uses 80/20 preference point system (80 points for price, 20 for B-BBEE specific goals: EME/SME 51% Black-owned = 10, 51% Black-owned = 5, 51% Black women-owned = 3, Black Youth = 2). Highest total points win. Ties decided by drawing lots.

Scope: Maintenance and servicing of SABC North West air conditioning system for 3 years. Location: SABC Mmabatho, Cnr Dr Albert Luthuli Drive and James Moroka. Equipment: 3x RTAC Trane chillers, 5x chilled water pumps, 1x make-up tank, 58x Air Handling Units, electrical panels, 20x split units, 9x Carel humidifiers, ducting with fire dampers, 2x undercounter fridges, 1x walk-in cold room, 1x walk-in freezer. Services: Systematic inspection/monitoring, servicing, maintenance, part replacement, temperature control, regular reports, 24/7 call-out response, equipment cleanliness, client updates, meetings. Monthly checks: drip trays, filters, air bypass, fans, motors, pumps, bearings, gas charge, safety guards, oil leaks, canteen extractor fan. Staff: Minimum 1 trade-tested technician with 3+ years’ experience in air-conditioning/refrigeration. Safety: Compliance with OHSA, permits for hot work, PPE, emergency procedures, no unsafe acts/equipment. Access: SABC Mmabatho is a National Key Point; comply with security requirements. Cost recovery: Contractor liable for defective supplies/services or damage caused. Key personnel: Schedule required; no replacements without SABC approval. Meetings: Attend as required; no payment for attendance. Reports: Format agreed with SABC. Safety file: Required before contract commencement (cost included in pricing).

Pricing: Detailed cost breakdown required (use Annexure F). Include indirect costs. Monthly rates adjusted per CPI for years 2 and 3 (6.5% escalation illustrative). Mark-up on materials: max 10%. Prices must include VAT if registered. Payment terms: 60 days after service delivery and invoice submission. Bid validity: 90 days from closing date. Contract duration: 3 years.

Mandatory: CIDB Grading 3ME or higher (valid certificate at closing and award). CSD registration. Valid TV License for company, all directors, and shareholders (verified by SABC). Valid Tax Clearance Certificate or SARS PIN. Valid B-BBEE Certificate or sworn affidavit (SANAS-accredited). Certified CIPC registration (company name, number, date, directors/members). Certified shareholder certificates. Certified ID copies of directors/members. Proof of company/director residential address within 150km of SABC North-West Offices (e.g., account statements, tribal authority letter). No contract awarded for: invalid tax matters, invalid TV license, or non-CSD registration. Subcontracting: Max 30% to enterprises with lower B-BBEE status unless subcontracted to capable EME. Consortiums/JVs: Submit B-BBEE certificate or consolidated scorecard. Blacklisting: Bidders with fraud, misrepresentation, or poor SABC project history will be disqualified. Cooling-off: Former SABC employees (12 months), dismissed employees (5 years), or guilty of criminal conduct (until expunged) cannot bid. Board members or their businesses: 12-month cooling-off post-service; criminal record bars until expunged.
