the SABC in the region. This is to ensure that the services provider is qualified and that the best practices in food hygiene and
the OHS act are adhered too.
4. Requirements and scope of services
The model that is envisaged would be similar to the canteen found in other corporates. The service provider will be required to
prepare and serve adequate food to the SABC staff from Monday to Friday, excluding public holidays. The average number of
staff who utilizes the canteen on daily basis will be between 40 and 65 (freelancers and contractor employees included). The
supplier to provide crockery and cutlery. The appliances will remain the property of SABC. A variety menu of fresh food and
drinks must be prepared daily. A variety of fresh fruit, snacks and pastries should also be available daily. A Management fee will
be paid to the service provider by the SABC. Bidders must ensure that the fee charged must be in line with industry standards,
the Labour Law of the country and the annual increase should be line with CPI.
4.1 Meals will consist of the following:
4.1.1 Breakfast
Breakfast must be served from 06:30am until 10:30am (seated and takeaways). Hot drinks (coffee, tea), cold drinks
(milk or juices) bread, cereals, croissants, muffins, pastry, fresh fruits, yogurt, boiled eggs, fried eggs, full portion omelet
or half, sausages etc.
4.1.2 Lunch
Lunch must be served from 12:00pm until 15:00pm (seated and takeaways). Meal of the day must include a main meal (starch,
veggies, salad and protein) at R35 per meal and budget meal at R25 per meal. The budget meal for example can be burger
and fries or hot dogs and fries. Macaroni & cheese or sausage & mash.
4.1.3 Healthy Bar
Healthy Bar is served throughout the operating hours, i.e. 06:30 to 16:00.
Within the canteen area is a Health Bar that serves fresh juices, smoothies, health and fruit platters, loose seasonal fruit, health
bars, health muffins etc. and all tea and coffees.
4.1.4 Coffee Bar
Coffee Bar will be served throughout the day, i.e. 06:30 to 16:00.

A revolving and variety menu is compulsory and must be shared with staff at the beginning of each week or as changes are
made. The creativity of the operator will not be limited and could include different options per day. The service provider will also
be free to explore special meals i.e the warm meal option can be replaced by pizza, 1⁄4 chicken and chips, fish and chips or braai
days etc. Such meals should not exceed the price of the main meal.

4.1.5 Catering for Functions and Meetings:
This will be done on a quotation basis, as and when required. This will not form part of the contract and will be done through a
separate RFQ process. The SABC therefore reserves the right to obtain quotations from outside catering companies and should
as outside catering company be awarded RFQ, the outside catering company will utilize the SABC Canteen if the event takes
place at the SABC situated at 209 Beach Road Sea Point Cape Town. The canteen must operate on a halal friendly best practice.
4.1.6 Occupational Health and Safety
The operator must ensure that the kitchen is strictly run on industry and OHS best practices.

➢ The SABC will not award contract/s to the bidders who are blacklisted or have committed other acts of fraud
and misrepresentation of facts e.g., tax compliance, company financials, etc. will be eliminated from the bid

➢ The SABC reserve the right not to award this tender to any bidder who fails the financial stability assessment.
➢ No SABC former employees shall be awarded contracts with the SABC within 12 months after termination of
employment with the SABC.
➢ Should employees resign or retire from the employment of the SABC and become directors of other
businesses tendering with the SABC, such tender shall not be considered until the cooling off period of 12
(Twelve) months has expired.
➢ Should the employee be dismissed from the SABC employment, such employee shall be prohibited from
conducting business with SABC for a period of 5 (Five) years from the date of dismissal.
➢ Should the employee be found guilty in a court of law due to criminal conduct/act, such employee will not be
considered to do/conduct business with SABC, until the criminal record has been legally expunged.
➢ The SABC shall not procure any goods, services, works or Content from any Board member or Board member
owned business, to ensure that suppliers competing for the SABC’s business have confidence in the integrity
of SABC’s selection process.
➢ Should the SABC’s Board members no longer serve on the SABC Board but become directors of other
companies, the SABC shall not conduct business with those companies until the cooling off period of 12
(Twelve) months has expired.

will not be considered to do/conduct business with SABC, until the criminal record has been legally expunged.
11. Communication
Respondents are warned that a response will be disqualified should any attempt be made by a tenderer either directly
or indirectly to canvass any officer(s) or employees of SABC in respect of a tender, between the closing date and the
date of the award of the business.

2. Definitions
(a) “tender” means a written offer in the form determined by an organ of state in response to an invitation to provide
goods or services through price quotations, competitive tendering process or any other method envisaged in legislation.
(b) “price” means an amount of money tendered for goods or services, and includes all applicable taxes less all
unconditional discounts;
(c) “rand value” means the total estimated value of a contract in Rand, calculated at the time of bid invitation, and includes
all applicable taxes;
(d) “tender for income-generating contracts” means a written offer in the form determined by an organ of state in
response to an invitation for the origination of income-generating contracts through any method envisaged in legislation
that will result in a legal agreement between the organ of state and a third party that produces revenue for the organ of
state, and includes, but is not limited to, leasing and disposal of assets and concession contracts, excluding direct sales
and disposal of assets through public auctions; and

4. Points awarded for specific goals
4.1. In terms of Regulation 4(2); 5(2); 6(2) and 7(2) of the Preferential Procurement Regulations, preference points must be
