Authority (“MICT SETA”) is established in terms of section 9(1) of the Skills Development Act, 1998
(Act No. ), and is responsible for achieving South Africa’s skills development and
economic growth within the following five sub-sectors: advertising, film and electronic media,
electronics, information technology and telecommunications.
2. Obectives
2.1. The objective of this request is to appoint a panel of competent service providers for MICT
SETA’s catering needs.
2.2. The appointment of the panel of catering service providers will be based on rotation.
Successful suppliers (one at a time) will be contacted as and when there is a catering need, on
a rotational basis to ensure that all suppliers who form part of the panel are actively engaged
by the SETA.
The appointed panel will be required to provide catering services, including but not limited to:
3.1. Catering Services Contract duration
3.1.1. MICT SETA seeks to appoint a panel of catering service providers to provide catering
services for a period of 12 months.
3.2. Catering Services Conditions
3.2.1. The appointed service provider on the panel of catering service providers is expected to
deliver catering service as and when required.
3.2.2. The appointed service provider is to ensure that meals ordered must be delivered to the
meeting venue as stipulated by the client. No delivery will be accepted if the required
delivery times are not adhered to, and penalties will be instituted
3.2.3. The appointed service provider is expected to provide soft drinks and fruit juices on request.
3.2.4. Provide the crockery and cutlery, excluding the furniture (tables, chairs)
3.2.5. The appointed service provider is expected to deliver meals within the preferred time
frames, e.g. fruit platter and/or breakfast platter at 08:00 and lunch with dessert at 12:00.

The delivery times might be changed on request if meetings start early in the morning
3.2.6. The service provider must be able to provide for breakfast, lunch, dessert, halal and /or
vegetarian diet, see guideline menus for pricing for food to be served.
3.2.7. Be responsible for maintaining and cleaning the utilised serving areas upon completion of
each event.
3.2.8. Service providers must be able to cater for special diets such as Halal, vegetarian etc.
Meals for special dietary requirements (clearly marked/labelled) must be supplied as and
when requested.
3.2.9. Service providers must be able to maintain the highest quality of food and maintain safety
standards in the preparation, storage, packaging and transporting of food.
3.2.10. Only MICT SETA SCM personnel will place orders for food or make any catering
arrangements on behalf of MICT SETA.
3.2.11. T h e service provider must have the ability to provide fresh, healthy, and hot meals based
on specifications indicated on the menu’s guideline 1 hour before the meeting
commences.

Proof of compliance to paragraph (a)
The bidder must submit company’s valid proof of address within a 25km radius of MICT SETA Head
Office in the bidder/director’s name or proof of lease in the bidder/director’s name.
The proof of address must be in the Company’s name in the form of the following: lease
agreement, municipality bill, bank statement, utility bills, or other documents.
b) Bidder’s Experience
The bidder must have experience in rendering catering services in the past five (05) years.
Proof of compliance to paragraph (b)
Bidder must provide at least three (3) reference letters from different clients indicating and
confirming catering services rendered successfully within the past five (05) years. Reference must
be on client letterheads, indicate date(s) of when the catering service was rendered, and duly
signed with contactable details. (Purchase orders and SLA’s will not be considered)
c) Health Certificate
The bidder must have a health certificate or Certificate of Acceptance (COA).
Proof of compliance to paragraph (c)
Bidder must provide a copy of the Health Certificate or Certificate of Acceptance (COA) from
relevant authorities for the kitchen where food is prepared. If the kitchen is owned by another
company the bidder must submit a relevant valid Health Certificate or Certificate of
Acceptance (COA) of that company.
Note: Bidders that do not meet the set evaluation criteria will be eliminated from further
evaluation process.
6.1.2. Food tasting
Food tasting will be conducted with at least 3 or more bidders who have met all mandatory
criteria and with the lowest price quote indication. Bidders will be requested to deliver the food
to MICT SETA head office (Breakfast & Lunch). (80% of the food tasting excluding transport will
be reimbursed).

Mict seta –quotation conditions
1. Quotation conditions
NOTE: Quotation for the supply of goods or services described in this document are invited in
accordance with the provision of Government Procurement: General Conditions of Contract
available for download from http://www.treasury.gov.za/divisions/ocpo/sc/GeneralConditions/
a. MICT SETA does not bind itself to accept the lowest or any RFQ, nor shall it be responsible for
or pay any expenses or losses which may be incurred by the bidder in the preparation and
delivery of the RFQ.
b. No RFQ shall be deemed to have been accepted unless and until a formal contract/letter
of intent is prepared and executed.
1.1 MICT SETA reserves the right to:
a. Not evaluate and award RFQ that do not comply strictly with the requirements of this RFQ.
b. Make a selection solely on the information received in the RFQs and Enter into negotiations
with any one or more of the preferred bidder(s) based on the criteria specified in the
evaluation of this RFQ.
c. Contact any bidder during the evaluation process, in order to clarify any information, without
informing any other bidders, and no change in the content of the RFQ shall be sought,
offered, or permitted.
d. Award a contract to one or more bidder(s).
e. Withdraw the RFQ at any stage
f. Accept a separate RFQ or any RFQ in part or full at its own discretion.
g. Cancel this RFQ or any part thereof at any stage as prescribed in the PPPFA regulation.
h. Select the bidder(s) for further negotiations based on the greatest benefit to MICT SETA and
not necessarily on the basis of the lowest costs
2. Cost of bidding
The bidder shall bear all costs and expenses associated with the preparation and submission of
its RFQ or RFQ, and the MICT SETA shall under no circumstances be responsible or liable for any
such costs, regardless of, without limitation, the conduct or outcome of the bidding, evaluation,
and selection processes.

6. Evaluation criteria
MICT SETA complies with the provisions of the Public Finance Management Act, Act No.
as amended; Treasury Regulations of 2005; the Preferential Procurement Policy Framework Act,
Act No. ; Preferential Procurement Regulations of 2022; and the MICT SETA Supply Chain
Management (SCM) Policy. RFQs received will be evaluated on Mandatory Criteria, Food
Tasting, and Price & specific goals comparison.
