5-Year website hosting, maintenance, and support services for SACAA

Appoint a service provider to host SACAA website, enable public WWW access, and provide maintenance/support for 5 years. SACAA retains full ownership/control of all digital assets; provider has no ownership or exclusive control.

Closing date: 26 June 2026 at 11:00 am.

Submit bids to: Tender Box 1, SACAA Head Office Foyer. Address envelopes with bid reference number and company name.

Submit bids using a three-envelope system:

• Envelope 1: All mandatory Phase 1 documents (CSD registration, SBD 1, SBD 4).
• Envelope 2: Technical proposal (1 original + 1 copy).
• Envelope 3: Pricing schedule (1 original + 1 copy), with detailed breakdown.

Physical submission requirements:

• Seal envelopes/packages and clearly mark with bid reference number and company name.
• Deposit in Tender Box 1 at SACAA head office foyer.
• Deadline: 11:00 am on 26 June 2026.
• SACAA is not liable for lost documents. Submit neat, bound documents.

Mandatory Ownership & Control Requirements:

• Full administrative access (root/cPanel/Plesk) granted to SACAA.
• SACAA retains primary administrator account; provider may have secondary access for support only.
• DNS hosted in SACAA-controlled or mutually agreed independent account.
• SACAA retains unrestricted ability to change nameservers.
• All system credentials issued to and controlled by SACAA.
• Multi-factor authentication (MFA) must be supported and enabled.
• All website content, databases, and configurations remain SACAA’s property.
• Provider must support full data export/migration at any time without penalties.

Exit & Transition Support:

• On termination, provider must: provide all credentials, deliver complete backups, assist with migration within defined period.

Quotation Must Include:

• Size of hosting environment.
• Initial setup fee.
• Hosting fee for 5 years.
• Backups and disaster recovery plan.
• 150 hours of support/maintenance over 5 years (as-needed basis), with hourly rate per year.
• Domain transfer capabilities from current provider.

Provider Requirements:

• Proof of data center reliability, security, and stability.
• Evidence of Tier 3 (minimum) data center certification.
• Indicate years of website hosting experience.
• Demonstrate competence in web hosting.

Bidder must demonstrate:

• Website hosting experience (years).
• Tier 3+ data center certification.
• Competence in web hosting.
• Reference letters (3-5+, <3 years old) for web hosting projects.
• Ability to support Tier 3 or Tier 4+ data center infrastructure.

Submit detailed pricing in Envelope 3 (separate from technical proposal). Include:

• Initial setup fee.
• 5-year hosting fee.
• Backups/disaster recovery costs.
• Hourly support rates (150 hours over 5 years).
• Domain transfer costs (if applicable).

Pricing must be submitted in Envelope 3, separate from technical proposal. Requirements:

• Price evaluation uses PPPFA formula: PS = 80

Mandatory for all bidders:

• Registration on Central Supplier Database (CSD) of National Treasury (provide supplier number).
• Submit SBD 1 (Invitation to Bid) – completed and signed.
• Submit SBD 4 (Bidders Disclosure) – completed and signed.
• Valid B-BBEE Verification Certificate or Affidavit (original or certified copy) from accredited agency. CSD must reflect valid B-BBEE certificate/affidavit date.

Three-phase evaluation:

1. Phase 1: SCM compliance (CSD, SBD 1, SBD 4).

2. Phase 2: Technical/Functionality (70-100 points, min 70 to proceed).

3. Phase 3: 80/20 Price (PPPFA formula) and B-BBEE (20 points).
