• Submit the quotation in a sealed envelope addressed to PRISA, delivered to the bid box at No.8 Station Street, Station Building, East London, 5200.
• Bids must be received no later than 12:00 PM on 11 February 2026. Late submissions will be rejected.
• Use the official RFQ forms and pricing schedule provided; do not re‑type or use an alternative format.
• All mandatory returnable documents (price schedule, submission register, company registration, directors’ IDs, valid Tax Clearance Certificate or SARS PIN, CSD registration number, proof of bank account, completed RFQ declarations) must be attached – failure to provide any will result in automatic disqualification.
• Include a signed authority (e.g., company resolution) and the bidder’s signature on the bid.
• No communication with PRISA officials regarding the bid is permitted after the closing date; any attempt may lead to disqualification.

Stage 1A – Mandatory Requirements: submission of all mandatory returnable documents; non‑compliance leads to automatic disqualification.

Stage 1B – Other Mandatory Requirements: company registration, directors’ IDs, valid Tax Clearance Certificate/SARS PIN, CSD number, bank‑account proof, completed RFQ forms.

Stage 1C – Scoring Documents (non‑mandatory): audited financial statements, B‑BBEE certificate, CIPC documents – if not submitted, zero points for that criterion.

Stage 2 – Price and Specific Goals (total 100 points):

• Price – 80 points, calculated using the 80/20 formula: Ps = 80 × (1 − (Pt − Pmin)/Pmin).
• Specific Goals – 20 points, awarded for meeting preference goals (e.g., 51 % Black ownership) with supporting evidence.

Only bidders who pass Stage 1A will be evaluated in Stage 2.

Supply and delivery of brake blocks on a one‑off basis for PRISA in the Eastern Cape:

• Brake blocks for coaches – type 632/UF18 E39, quantity 2 000 units.
• Brake blocks for diesel locomotives – cast‑iron type, quantity 2 000 units.

All items must meet PRISA’s technical standards and be delivered within the agreed delivery period (to be stated on the order).

• Prices must be quoted in South African Rand, inclusive of all taxes (VAT 15 %).
• Use the prescribed Pricing Schedule (Section 7) – no alternative format accepted.
• Offer must be firm and fixed price; indicate any price escalation formula if applicable.
• Payment terms: PRISA will pay within 30 days of receipt of a correct tax invoice.
• No performance bond or guarantee is mentioned.
• Quotation validity: 60 working days from closing date.

• Tax compliance: submit SARS PIN or Tax Clearance Certificate (TCS) and/or CSD number.
• Register on the National Treasury Central Supplier Database (CSD) unless a foreign supplier without a local entity.
• No bids from persons employed by the state or with close connections to state officials.
• Provide all mandatory returnable documents; incomplete bids will be disqualified.
• Adhere to the Preferential Procurement Policy Framework Act, 2000 and the 2022 Preferential Procurement Regulations.
