Bidder must have proven experience in headhunting highly skilled candidates, specifically in pharmaceutical/agricultural/manufacturing sectors. Must score ≥70/100 on functionality criteria (experience, references, project plan). Must submit all compulsory documents; omission leads to disqualification. Must comply with BBBEE requirements for preference points (51% black ownership, 30% women ownership, disability confirmation).

Scope: Provide recruitment services for the placement of a Domestic Sales and Customer Relationship Manager, Compliance Officer, and Research and Development Manager for OBP.

• Target industries: Pharmaceutical, Agricultural, Manufacturing.
• Service provider must:
• Demonstrate a proven track record in headhunting and placing highly skilled candidates at management level.
• Generate and obtain CVs of suitable candidates within 2 weeks of appointment.
• Present a report on qualifying candidates’ CVs to the Selection Panel (date/time/place specified by OBP).
• Ascertain shortlisted candidates’ salary expectations.
• Manage competency-based interviews with the Selection Panel.
• Conduct comprehensive competency/behavioral assessments and probity checks (credit, criminal, ID, qualifications, tax compliance, social media risk profiles).
• Act as central liaison for interview scheduling and feedback to candidates.
• Provide electronic catalogues of meetings/discussions (including minutes).
• Attend status meetings and submit written progress reports.
• Present employment offers/contracts to preferred candidates and facilitate signing.
• Work on-site/offsite via MS Teams as required.
• Provide a 6-month guarantee: If the placed candidate departs or is terminated for performance reasons, the service provider must re-open the search and provide a replacement at no additional cost.
• All reports/documents prepared are OBP’s property and cannot be sold, used, or reproduced without prior written approval.

Required methodology:

• Submit a detailed project plan with timeframes, methodology, and risk assessment (scored up to 30 points).
• Post-appointment (within 2 weeks):
• Generate and obtain CVs of suitable candidates.
• Present qualifying candidates’ CVs to the Selection Panel.
• Ascertain salary expectations of shortlisted candidates.

• Detailed project plan: Include timeframes, methodology, and risk assessment.
• B-BBEE compliance: Submit valid certificates for claimed preference points (51% black ownership, 30% women ownership, or disability confirmation).

B-BBEE requirements for preference points (20 points total):

• 10 points: Valid B-BBEE certificate showing at least 51% black ownership.
• 8 points: Valid B-BBEE certificate showing at least 30% women ownership.
• 2 points: Doctor’s note or Department of Labour confirmation of disability.
• Failure to submit required documentation for any goal = 0 points for that goal and immediate disqualification.

General conditions:

• Contract is subject to the General Conditions of Contract (July 2010) for government procurement.
• Bidders must certify that all information is true and correct; false declarations may result in disqualification, contract cancellation, or legal action (including referral to the Competition Commission or NPA).
• Joint ventures/consortia are permitted but must disclose all partners and controlling interests.
• Contractors may be required to substantiate preference claims with documentary proof post-award.
• Fraudulent claims may lead to disqualification, cost recovery, contract cancellation, or a 10-year restriction from public sector business.

Contractual conditions:

• Service provider must work on-site/offsite via MS Teams as required by OBP.
• All services must be rendered in a timely, professional manner to OBP’s satisfaction.
• All reports/documents are OBP’s property and cannot be reproduced without written approval.
• 6-month guarantee: If the placed candidate leaves or is terminated for performance reasons, the provider must replace them at no additional cost.
• OBP reserves the right to cancel or re-advertise the RFQ.

Evaluation follows the 80/20 Preferential Procurement Framework Act system:

• Price: 80 points (Ps = 80(1 - (Pt - Pmin)/Pmin) for 80/20 system).
• Specific Goals: 20 points (10 for 51% black ownership, 8 for 30% women ownership, 2 for disability confirmation).
• Functionality: Minimum 70/100 points required to qualify for price/B-BBEE evaluation. Criteria include experience (40 points), references (30 points), and methodology (30 points).
• Failure to submit proof for preference points results in 0 points for that goal.
