Mandatory requirements: No state employees, directors/shareholders of state-linked companies, or fronting; registration on National Treasury’s Central Supplier Database (CSD); tax compliance (SARS TCS PIN or CSD number); proof of OHS accreditation for First Aid/Evacuation training; not listed on Register for Tender Defaulters or Restricted Suppliers List. Preferential points: Higher scores for EMEs/QSEs with 51%+ black ownership (youth, women, disabled, military veterans, or rural/township-based). Joint ventures/consortia must submit separate compliance documents (TCS, CSD, B-BBEE) for each party. CSOS reserves the right to waive non-responsiveness or reject any bid.

Scope: Provide accredited first aid and evacuation training (theory online + practical in-person) and issue certificates. Training breakdown: First Aid Level 2 (4 participants: Gauteng and Western Cape), First Aid Level 1 (2 participants: Rustenburg and Gqeberha), Emergency Evacuation Training (1 participant: George). Learning outcomes for first aiders: assess emergencies, apply first aid techniques, infection control, communication, CPR, recognize life-threatening conditions, maintain incident records, post-incident care. Evacuation officer training: emergency preparedness, drills, exit accessibility, fire equipment checks, alarm activation, route supervision, accounting for occupants, re-entry prevention, incident reporting, debriefs, emergency services communication. Training standards: First Aiders (5 credits, SAQA ID 119567, NQF Level 1); Evacuation Officer (2 credits, SAQA ID 242825, NQF Level 2). Duration: First Aiders (2 days theory + 1 day practical); Evacuation Officer (1 day theory + 1 day practical). Bidder must have a location near CSOS offices in each province for practical sessions. Alternative equivalent accredited training is acceptable; attach proof of accreditation from DoEL, HWSETA, QCTO, or Saiosh.
