Request to appoint a service provider to provide training for 40 officials on engineering and construction contracts (jbcc, gcc, nec and fidic) and project management intergration

Submit bids by handwritten forms only (do not re-type). Deposit bid response documents in the bid box at the specified street address in Polokwane. Late bids will not be accepted. Bids must include: SBD 1 (Invitation to Bid), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), company profile, CSD document, programme outline, CVs of facilitators, accreditation certificates, validation number, and CPD points details. Failure to comply with any required particulars may render the bid invalid. Proof of authority to sign (e.g., company resolution) must be submitted.

Training scope: Provide a 3-day CPD-linked course for 40 officials on Engineering and Construction Contracts (JBCC, GCC, NEC, FIDIC), Construction Contract Law and Management, and Project Management Integration. Training must be delivered centrally in Polokwane for two groups. Topics must include: Engineering Contracts Fundamentals; JBCC, GCC, NEC, FIDIC (contract types and applications); Construction Contract Law (Administration and Management); Dispute Resolution and Legal Aspects; Project Management Integration (Principles for Project Success, Approach to Project Rollout, Risks and Mitigation, Causes of Project Failures, Project Stages, Seamless Integration of PM and Contracts, Project Focus Areas: Quality, Safety, Budget, Programme, Risk, Stakeholder Management, Scope Management, HRM, Procurement). Facilitators must be qualified Engineers with vast Project Planning and Implementation Experience, credible institutional affiliation, and facilitation skills. Submitted CVs must match the facilitators used, or equivalent replacements must be approved prior to training. Training aids (materials, simulations) must be specified in the programme outline. Assessment and certificates of competence are required. Deliverables: Outcomes of the project, aftercare/value-add benefits, and timeframes aligned to the 3-day programme.

Costing must include unit cost and group cost, including travel and accommodation for learners, and any other costs the department will incur. Pricing must be transparent and cover all applicable taxes. The 80/20 preference point system applies to pricing evaluation.

Bidder must submit: CSD document, company profile, Tax Compliance Status (TCS) PIN or CSD number, proof of accreditation with ECSA, SACPCPM, SACAP, or SACQSP, and valid institutional/programme accreditation certificates. Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers. No joint ventures are allowed. Bidders must certify independence from competitors and compliance with anti-corruption laws. Foreign suppliers must complete the foreign supplier questionnaire if applicable. Bidders in the service of the state or with directors/members in the service of the state are disqualified.
