Trade & Investment KwaZulu-Natal (TIKZN) is a Schedule 3C public entity established to promote KwaZulu-Natal as an investment destination and facilitate trade. This RFQ seeks to procure Advanced Microsoft Suite (Excel, PowerPoint, Word) training to equip staff with skills to execute key performance indicators. The training aligns with TIKZN’s mandate to build institutional capacity and operational efficiency.

Scope: Provide Advanced Microsoft Suite (Excel, PowerPoint, Word) training to 12 Trade & Investment KwaZulu-Natal staff members. Course content must include: Sharing and maintaining documents, advanced formatting and content management, merging documents, forms and macros, filing data and formula referencing, conditional formatting, dynamic tables, advanced validation and formulas, sorting data, creating graphs for presentations, importing and manipulating images/objects in presentations, and applying animation effects/transitions. Duration: 4-5 days. Mode of delivery: Online (virtual) by a suitably qualified facilitator. Assessment and certification: Delegates must undergo an assessment or examination to receive a certificate of competency.

Bidders must submit documentary proof of accreditation with relevant bodies and facilitator accreditation. Facilitator’s CV and qualifications must be provided as supporting documents. Failure to meet these requirements will disqualify the bidder.

Pricing must be inclusive of all applicable taxes (including VAT). Quotations must cover all requested items; quoting on fewer items will invalidate the submission. The service provider bears all costs associated with preparing and submitting the quotation.

Mandatory: Proof of registration on CSD (Central Supplier Database) or SARS PIN. Submit SBD 4, SBD1, POPIA consent form, and SBD 6.1 (Preference Points Claim Form). B-BBEE: A B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. Tax compliance: Tax matters will be verified on CSD or SARS e-Filing prior to awarding. Non-compliance may disqualify the bidder. No bids will be considered from persons in the service of the state, companies with directors who are state employees, or close corporations with members who are state employees.

Black Ownership of 51% or more = 20 points; less than 51% = 0 points. Proof of claim includes ID copies of directors, CSD report, CIPC registration, or BBBEE certificate.

The quotation remains open for acceptance for 90 days from the closing date. No RFQ is deemed accepted until a formal contract/letter of award is executed. TIKZN is not liable for any costs incurred by bidders in preparing or submitting their RFQ. Fraudulent claims or non-compliance with contract conditions may result in disqualification, cost recovery, contract cancellation, or a 10-year restriction from public sector business. Criminal prosecution may also be pursued.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (Black Ownership: 51% or more = 20 points; less than 51% = 0 points). Points are awarded based on the lowest acceptable tender price. Bidders must submit the SBD 6.1 form and proof of claim (ID copies, CSD report, CIPC registration, BBBEE certificate, or affidavit). Failure to submit required documentation for specific goals will result in 0 points for that category.
