Submissions must be made via the National Treasury E-tender portal (https://www.etenders.gov.za/). Bidders must search for the RFQ reference number, expand the tender information, and follow the e-submission process using CSD credentials. All quotes must be in PDF format (MS Word, Excel, or images are not accepted) and on an official company letterhead. Failure to include all applicable taxes in the total quotation value will lead to disqualification.

The tender follows an 80/20 preference point system, where 80 points are allocated to price and 20 points to specific goals as per the PPPFA 2022. Bidders must meet minimum technical requirements, including 5 years of relevant experience, submission of sample reports, and four signed reference letters. Failure to meet these minimum requirements may result in disqualification.

Appointment of a service provider for payment processing services for 12 months (01 June 2026 – 31 May 2027) for approximately 3,200 employees. Scope includes: Salary/wage payments, bond payments, payroll deductions (SARS, Medical Aid), garnishee/maintenance orders, SARS ITA88/AA88 modules, account verification, creditor payments, ad-hoc real-time payments (RTC/RTGS), payment control/exception services, and consulting. Bidders must provide turnaround times and sample reports covering 30 days.

Prices must be firm, quoted in ZAR, and exclude VAT unless otherwise stated. Bidders must complete the Bill of Quantities (BOQ) and provide rates for all listed services, including monthly license fees, per-transaction costs, and hourly consulting rates.

Mandatory documents: Valid Tax Clearance/SARS PIN, B-BBEE certificate or sworn affidavit, municipal account statement or lease agreement (not older than 3 months), completed MBD 4, MBD 8, MBD 9, and MBD 6.1 forms, CSD registration proof, company registration documents with director IDs, and a signed Joint Venture Agreement if applicable. Bidders must not be in the service of the state or blacklisted by National Treasury.
