A mandatory datasheet for the brush cutters must be attached; failure to do so will result in disqualification. All quotes must comply with the Bill of Quantities (BOQ) and specifications. Bidders must demonstrate qualifications, abilities, or experience relevant to the supply of brush cutters. Competitors are defined as any individual or organization (affiliated or not) that has been requested to submit a bid, could potentially submit a bid, or provides the same goods/services as the bidder.

Submit a pricing schedule (MBD 3.1) with firm prices only; non-firm prices will be disqualified. Include itemized costs: unit price, total price per item, sub-total, VAT at 15%, and grand total (inclusive of all applicable taxes). Mandatory documents: Valid tax clearance certificate or SARS PIN, valid B-BBEE certificate or compliant sworn affidavit (non-compliant affidavits score zero), proof of CSD registration, municipal rates clearance (not older than 90 days), signed Declaration of Interest (MBD 4), Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8), Certificate of Independent Bid Determination (MBD 9), company registration documents with ID copies of directors/shareholders, and Preference Points Claim Form (MBD 6.1). Quotations must be on company letterhead and in PDF format. No bids from persons in the service of the state or blacklisted entities will be considered. Joint Venture Agreements (if applicable) must be properly signed by all parties.

All delivery costs must be included in the bid price for delivery at the prescribed destination. Offers must be valid for 60 days from the closing date. The bid must comply with the attached specifications and notes to suppliers. Acceptance of a quotation is subject to Johannesburg Water’s Supply Chain Policy. Bid rigging is prohibited, and reasonable steps will be taken to prevent it. The Certificate of Independent Bid Determination (MBD 9) must be completed and submitted with the bid.

Quotations will be evaluated using the 80/20 point scoring system under the PPPFA 2022. 80 points are allocated to price (lowest acceptable tender scores highest). 20 points are allocated to specific goals (e.g., B-BBEE compliance for businesses owned by 51% or more Black Youth). The total maximum score is 100 points. Failure to submit required documentation for specific goals will result in zero points for that category. The organ of state may request substantiation of claims at any time.
