Purpose: Appoint a service provider to review and develop a comprehensive Performance Management Policy and SOP for Johannesburg Water. Scope of Work: Conduct diagnostic assessment of current Performance Management policy, practices, moderation processes, tools, and templates vs. best practice. Review and develop a transparent, defendable Performance Management Policy and SOP aligned to Johannesburg Water’s corporate governance, organisational strategy, and best practice principles. Propose performance cascading guidelines (corporate, departmental, individual) aligned to SMART principles. Incorporate Core Competencies Requirements (CCRs) into performance contracting. Recommend mid-term and final-year performance review processes, tools, and templates. Align moderation committee ToRs, tools, and templates with best practice. Ensure consistency and fairness in performance rating distribution (bell curve). Integrate performance outcomes with rewards, recognition, employee development, and consequence management. Deliverables: Benchmark Report, Revised Performance Management Policy and SOP, Recommended ToRs/guidelines/tools, Gap Closure Recommendation Report (for HR and Ethics Committee/EXCO approval), Presentations to Unions, HR, EXCO, HR and Ethics Committee, and Board. Technical Expertise Required: In-depth knowledge of Performance Management Frameworks, systems, and processes. Experience in developing/implementing performance moderation processes. Benchmarking, data analysis, and interpretation capabilities. Ability to align performance management with organisational strategy. Independence, professional ethics, and credibility of the Project Lead. Regulatory & Compliance Knowledge: Understanding of South African legislation and frameworks. Methodology: Bidders must provide a detailed methodology and approach. Project Team Competence: Project lead must have 5+ years’ relevant experience and valid HRBPP professional registration. Company Experience: 5+ years’ consulting in performance management policy development/review/design. Public sector/municipal entity/SOE experience preferred. 3 references (on client letterhead, dated, signed) demonstrating track record. Supporting Evidence: Company profile, reference letters/case studies, CVs of key consultants, Project Lead’s professional registration.

Pricing must be firm (non-firm prices, including those subject to exchange rate variations, will be rejected). Total quotation value must be inclusive of all applicable taxes (VAT at 15%). Failure to include taxes will lead to disqualification. Submit a separate pricing schedule for each delivery point if applicable. Quotation validity: 60 days from closing date.
